Board of Adjustment – Regular Meeting – May 23, 2019 8:30 AM RESULT: ACCEPTED PUBLIC HEARINGS Buck Malick - explained to audience the process and procedure of the Board of Adjustment. 1. Amend the existing Conditional Use Permit to expand the non-metallic mining operation-Town of Richmond - Cemstone Nicole Hays, Land Use Technician II, presented the staff report and findings. Hearing opened at 8:40 AM; Hearing closed at 11:48 AM 2. A Conditional Use Permit for a total of three (3), two-family dwellings on three (3) separate lots- Town of Warren - Stout Shelby Emerson, Land Use Technician II, presented the staff report and findings. Hearing opened at 8:54 AM; Hearing closed at 2:32 PM 3. Conditional Use Permit Request to fill and grade 10,000 sq. ft. or more outside of the slope preservation zone- Town of St. Joseph - Dupre IV Nicole Hays presented the staff report and recommendations. Hearing opened at 9:03 AM; Hearing closed at 2:34 PM 4. Conditional Use Request - Construct a stairway in the riverway district - Town of Troy - Wernlund Nicole Hays presented staff report and findings. Conditional Use Request- Filling and grading more than 10.000 sq. ft. outside of a slope preservation zone -Town of Troy - Wernlund Nicole Hays presented staff report and findings. Conditional Use Request - creation of a new lot- Town of Hudson - Zappa Sarah Borrell, Land Use Specialist, presented the staff report and findings. Hearing opened at 10:42 AM; Hearing held in conjunction with the Variance Request. Conditional Use hearing held open until next BOA meeting. 7. Variance to 200' lot Width - Town of Hudson -Zappa Sarah Borrell, Land Use Specialist, presented the staff report and findings. Hearing opened at 10:42 AM. Hearing held in conjunction with Conditional Use Permit Request. Variance hearing closed at 3:08 PM SITE VISITS 11:30 AM - 2:25 PM BUSINESS ITEMS 1. MOTION: To Approve the Cemstone Ready Mix LLC request for a conditional use permit to expand the non-metallic mining operation. MOTION: To approve the conditional use permit request for Dupre in the Town of St. Joseph for filling and grading more than 10,000 sq. ft. in the slope preservation zone. Conditional Use Permit to construct a stairway in the Riverway District - Town of Troy - Wernlund Nicole Hays presented staff report and findings in conjunction with the Conditional Use Request for filling and grading in excess of 10,000 sq. ft. in a slope preservation area. Exhibit 3 - a letter from the Wisconsin DNR was read into the record and handed out to the board and staff. MOTION: To approve the conditional use request for the Wernlund property to construct a stairway in the Riverway District. Conditional Use Permit to fill and grade 10,000 sq. ft. or more outside of the slope preservation zone - Town of Troy - Wernlund Nicole Hays presented staff report and findings in conjunction with the Conditional Use Request to build a stairway. MOTION: To approve the Wernlund's request for a conditional use permit for filling and grading more than 10,000 sq. ft. in the slope preservation zone. Conditional Use Permit for a Land Division - Town of Hudson - Zappa Sarah Borrell, Land Use Specialist, presented the staff report and findings in conjunction with the Variance request. The board chose to postpone the conditional use request until the August meeting. RESULT: POSTPONED Next: 8/22/2019 8:30 AM 7. Variance to the 200-foot minimum lot width requirement - Town of Hudson - Zappa Sarah Borrell, Land Use Specialist, presented the staff report and findings in conjunction with the Conditional Use Request. Exhibit 12 - Deed of Conservation Easement was handed out to Board and staff. MOTION: To approve the variance to the 200' lot width subject to approval of the land division request.
