PROTECTION COMMITTEE MEETING
July 9, 2003
MEMBERS PRESENT: Julie Speer, Mary Louise Olson, Denise
Gunderson and Dan Raebel. Chuck Mehls was excused.
STAFF PRESENT: Sheriff Dennis Hillstead, Patrol Captain
Robert Klanderman, Child Support Administrator Katy Kapaun,
District Attorney Eric Johnson, DA's Office Manager Jane
Esbensen Moore and Renee Carufel.
Meeting called to order at 8:30 a.m. Motion by
Gunderson /Raebel to approve the agenda. Carried. Date of
the next meeting will be August 6th at 8:30 a.m. and the
September meeting is scheduled for September 10th at 8:30
a.m.
Motion to approve the minutes of June 10th by Olson /Speer.
Carried.
PUBLIC SAFETY /HEALTH SANITARIN: Raebel reported that we
will wait until we have been through some concerts and see
how the things were going before the County Sanitarian will
report back to the committee. We will encourage
enforcement of all ordinances. This will be back on the
agenda next month.
MEDICAL EXAMINER'S REPORT After review, Gunderson /Olson
approved the bills of $6694.14 for the Medical Examiner's
office. Olson questioned if the transport cost to the
County is ever reimbursed. The committee will ask Litzell
the next time she attends a meeting.
DISTRICT ATTORNEY'S REPORT Bills were reviewed. Johnson
reported there is a chance that one assistant district
attorney might be cut from the State budget. If this
happens, the workload will increase for the other assistant
DA's. The committee would like to have a report of the
history of criminal cases as to how many people are charged
and convicted showing the resolution of these cases.
Motion by Gunderson /Raebel to approve the bills of
$8148.30. Carried. Johnson explained why the position
might be cut. He has invited State Senator Sheila
Harsdorf, State Representative Kitty Roades and State
Representative Joe Ploff to come this Friday to see the
need for all his assistant district attorney positions.
The final decision is up to Governor
Doyle.
CHILD SUPPORT REPORT Kapaun presented a report of the
bills, budget status and caseload tracking. We will get
66% federal funding with a $5000 increase for this coming
year's budget. She explained the State cuts will be mostly
in training. The State help desk will be eliminated also
but the resource will still be available.
Orchid Lab will be the lab we will use for paternity
testing. Each test will be $5.00 cheaper. will be sent
in the mail. There is a possibility the Jail Nurse will be
able to do this for the Child Support office.
Kapaun presented a Child Support Department report for the
Springsted study. This included a mission statement,
responsibilities, structure & management, direction &
policy, staffing & education, financial resources, capital
assets and measuring progress.
WEB BROWSER /COMPUTER SERVICES (VISIONS): Hillstead
reported the Computer User Group met and decided to find a
web browser that will meet our needs. We have to work with
Visions on creating a web browser so that Visions will
support it.
The Sheriff reported on four drownings in the county so far
this year. This number is unusually high. The fatality
count is up to 15 at this time.
The County is averaging one emergency detention per day.
This causes a lot of transports for the County. We have
had seven ERU call outs since the first of the year.
Hillstead reported on a false alarm in Somerset on the
Apple River. For a prank, an individual was reported
missing in the river when in fact he was sitting on the
bank watching the rescue. Hillstead will talk to
Corporation Counsel to see if the County can take this to
small claims to recover some of the costs of this
operation. We have not had the number of assaults on the
river this year as we have had in the past. Maybe this is
due to the towers on the river.
JAIL There are still three pregnant females in Jail at
this time. There is one inmate who is costing the County
$700 a week and another one a $1000 a month for
medications.
Sheriff Hillstead received a call from a bank president in
Hudson whose home alarm went off. The President was very
impressed with the response time and courteous behavior of
our deputies when they answered the call.
Bills: Motion by Raebel /Olson to approve the bills of
$62,456.48 for the Jail. Carried. Motion by
Gunderson /Speer to approve the Sheriff's bills of
$25,579.28. Carried. 98% ($50,816.38) of the revenues
went into the general fund or specialized accounts.
Hillstead reported we have had only two towing complaints
in the past month in the County. The new system seems to
be working well.
We are not boarding any more Pierce County inmates, as they
will be going to Dunn County because their cost is lower.
The only inmate rentals we have will be the ones from the
boot camp. Discussion on how much space we have available
was held.
Hillstead reported he will use funds from Confiscated Asset
program for three bulletproof shields and more rounds of
tear gas for a total cost of about $5,000.
Preliminary budgets have to be to the committee by Aug. 6th
Committee adjourned at 11:15 a.m.
