BUSINESS ITEMS 1. Strategic Planning with Walter Jankowski of Reinvention, LLC County Administrator Patrick Thompson introduced Walter Jankowski, Consultant. Thompson reviewed the history of the strategic plan process. Jankowski directed the committee members and department heads through a series of planning exercises and discussions. Road map to our future reviewed by Human Resources Director Tammy Funk and Thompson. Jankowski reviewed survey results. Each group was asked to set three goals for Thompson which were categorized by Jankowski. 2. Review of County Governance Options Corporation Counsel Scott Cox presented information on the differences between County Administrator versus Administrative Coordinator form of government. Review of County Administrator duties. Cox highlighted civil service system per Wis. Stat. 59.52(8). A County Administrator is to see policies, which are set by the County Board, are implemented. Administrative Coordinator duties reviewed. Cox reported the Administrative Coordinator is responsible to coordinate rather than coordinate and direct. Cox indicated there is more flexibility under the position of Administrative Coordinator but under that position there are also multiple points of accountability. Sjoberg reported on his review of state statutes and the powers of the Administrator position noting two critical duties are setting the budget and management of day to day operations versus the Administrative Coordinator position. Sjoberg posed hypothetical questions regarding committee and County Board duties and delegation of powers to the County Administrator. Discussion regarding Administrator form of government and input from department heads. Thompson replied he serves at the pleasure of the County Board and welcomes the opportunity on what he can accomplish under the County Board leadership. ANNOUNCEMENTS & CORRESPONDENCE ADJOURN 1:33 PM
