PUBLIC PROTECTION COMMITTEE MEETING August 27, 2003 MEMBERS PRESENT: Julie Speer, Mary Louise Olson, Denise Gunderson, and Chuck Mehls. Dan Raebel was absent. STAFF PRESENT: Sheriff Dennis Hillstead, Administrative Assistant Mary Martell, Child Support Administrator Katy Kapaun, District Attorney Eric Johnson, DA's Office Manager Jane Esbensen Moore, Victim Witness Specialist Michelle Laucke, Medical Examiner Cynthia Litzell, Casey Swetlik, and Renee Carufel. Meeting called to order at 10:30. Motion by Olson / Mehls to adopt the agenda as published. Carried. MEDICAL EXAMINER'S REPORT: Swetlik explained the Medical Examiner's budget including salaries. Any line items that are not used in a year are carried over to next year. Without the addition of the salaries and fringes, motion by Mehls /Gunderson to approve the budget of $85,204. Carried. Expected budget to be around $133,334. DISTRICT ATTORNEY'S REPORT: Moore reported the budget salaries do not reflect the step increases because this information is unknown at this time. The support staff is increased by one. Johnson suggested to the committee to discuss items that he has control over and not salaries, life and health insurance. Victim Witness requests a new laser printer as the one they have is no longer serviceable. Would like to use the lease fee towards a new printer instead of paying for a loaner. Committee requests that Michelle Pietrick be at the Sept 9 th meeting to answer questions on the new format for budgets. No motion was made at this time as salaries and benefits were not available. Governor James Doyle is coming on September 3rd at 10:00 a.m.to sign the methamphetamine bill. Cutting of staff in the DA's office will also be discussed at this time. Our counter proposal would be to share a district attorney with Pierce Co. CHILD SUPPORT REPORT: Kapaun reported on some minor changes in her budget. She tried to explain the SAGE program. Motion by Speer /Gunderson to approve the budget department request of $30,992.36 as presented subject to change if the salaries change. Carried. SHERIFF'S REPORT: Hillstead reported we would add the security officer's position and the Huber officer position to the 2004 budget. These positions will be in place as long as the grant money is available. Staff development will be higher next year. Budget reviewed. Inmate meal budget and educational material were discussed. Hillstead is going to offer some security officers part time employment when we need additional help. Motion by Olson / Mehls to approve two part time security officers with a wage of $15.40 per hour. Carried. Motion by Mehls /Gunderson of 16 auxiliary deputies. temporary law clerk for $16,776, which is the 200 Motion by Gunderson / Mehls position. Mill rates were discussed. The budgets will be finalized on Sept. 9 th if possible. Discussion about the revenue from the phone system in the jail going to the maintenance department was held. No action was taken at this time. No final decision was made on the budget at this time. Motion by Mehls /Gunderson to go into closed session as per WI Stat. 19.85 (1) (b). Roll call vote, all yes.
