STAFF PRESENT: Sheriff Dennis Hillstead, Chief Deputy Ron Volkert, Administrative Assistant Mary Martell, Jail Captain Karen Humphrey, District Attorney Eric Johnson, District Attorney's legal secretary Heidi Gutting and Renee Carufel. eting called to order at 8:30 a.m. Motion by Gunderson/Mehls to approve the agenda. Carried. e of the next meeting will be November 12th at 8:30 a.m. and the December meeting is scheduled the 10th at 9:00 a.m. by Gunderson/Mehls to approve the September 9th minutes. Carried. is nothing new to report on the resolutions that were discussed at the last meeting. EDICAL EXAMINER'S REPORT Speer reported on the expenses of $5327.65 for the Medical aminer's department. Motion by Gunderson/Olson to approve the vouchers as presented. Carried. is department received $1040 for cremations fees and $50 for legal fees in September. LD SUPPORT REPORT Motion by Mehls /Olson to approve the bills of $2,569.14. Carried. budget status report was also reviewed. Speer requested the Finance Committee give the Public Protection Committee information on the final budget before the October 30th County Board meeting. I DISTRICT ATTORNEY'S REPORT Johnson introduced Heidi Gutting. She works on the Stop Drugs program and is a legal secretary to the assistant District Attorneys. She reported they have had ( good response from the surrounding schools with the drug calendar. $5000 has been collected from local businesses to fund the Stop Drugs program. This is the 1P year of the program. j of the bills: Johnson explained how the surrounding counties are charging for service of as and judgment of convictions services they never used to charge for. Motion by ,on/Mehls to approve bills of $1459.75 for the DA's office. Carried. new legal secretary position will begin on April 1, 2004 instead of Jan. 1, 2004. nson reported he and Sheriff Hillstead are going to Green Lake to make a presentation on hamphetamine on Oct. 10` to a group of law enforcement people. Johnson reported on the recent arrests that were made and the clean up of hazardous waste process. He also said the education of medical effects of this drug should be emphasized. WEB BROWSER/COMPUTER SERVICES (VISIONS): Hillstead reported there is no new information at this time on the web browser. The Visions program, in the Jail, has the same problems as before. He sent two persons from the office to LaCrosse to see if their system was working. It is not working and they are using another system for the bookkeeping entries in their Jail. We will have to develop another system for our Jail bookkeeping and use the parts of Visions that are working. TICKET COLLECTIONS Mehls reported Personnel was going to have part-time > call the people who have delinquent traffic tickets for collections. Clerk of Court is the credit card machines for the patrol cars to charge tickets on the road. ORT Hillstead reported his department has been very active with arrests. He explained how the anhydrous is used to make meth. { JAIL- KITCHEN STEAMER Hillstead reported the kitchen fixed the steamer but it is still not ;working properly. This should be an insurance issue and Dawn Budrow is looking into the possibility of having the insurance company replace it. !Hillstead had a meeting with Best Inc., who previously provided the Jail meals. Best offered a five - j year contract in which the first year the County would save 70 cents per meal or $108,000. The !contract has expired with the present provider. The Best contract is being reviewed by Corporation !Counsel. I The County hired two nurses for the Jail. One is working out and the other decided she did not want to work in the Jail. We will contact another nurse to hire. Kelly Zenkowich, the new bookkeeper is starting today to work in the Jail. !Discussion was held on using vending machines for the inmates for personal supplies. This idea was (rejected, as there are a lot of problems using vending machines in the Jail. .ite Towers: Hillstead reported there might be a zoning issue with the towers. The towers are ;e to the river. This will be resolved between the tubing parks and the municipalities involved. :laims: Discussion on when to take inmates medical bills to small claims. The cost to file small is $85. No decision was made at this time. This will go back on the agenda at a later date when iformation is available. of the Huber building progress was made. The contractors are about one month behind. Jail Inspector, is coming on Oct. 28 to check the progress. Scott 'Humphrey reported our medical budget is 95% spent at the present time. Motion by Mehls /Speer to accept the Jail bills of $72,315.95. Carried. Motion by Gunderson/Speer to accept the Sheriff bills of $25,515.08. Carried. 95.3% of the revenues went into the general fund or specialized accounts in the amount of $57,494.59. Motion to adjourn Mehls /Gunderson at 10:55. Carried.
