Committee of the Whole – Work Session – April 30, 2015 1:00 PM RESULT: ACCEPTED PUBLIC COMMENT None BUSINESS ITEMS 1. 2016 County Administrator's Recommended Budget Presentation County Administrator Pat Thompson reviewed the 2016 recommended budget. Thompson indicated the Administration Committee will act on the budget resolution and forward it to the County Board. Discussion regarding receiving hard copies of the budget books. Ostness respectfully requested budget books one week before the County Board meeting. Schachtner requested books by the October 21 Administration Committee meeting. Thompson reviewed team accomplishments and strategic initiatives. Review of 2016 competing priorities including keeping up with technology, capital projects, staff compensation and benefits, and State of Wisconsin revenue reductions. Finance Director Bob Mittet reviewed internal service fund accounting. They are attempting to add consistency in how funds are treated and are instituting chargebacks. The internal service budgets consisting of the County Administrator, Finance, Human Resources and Corporation Counsel for 2016 will show a chargeback totaling $188,117 for internal services they provide for all county departments. Review of 2016 property tax levy. County operating levy under the County Administrator's 2016 recommended budget is $27,230,906 a difference of $427,519 from 2015. Debt service levy for 2016 is $2,160,212, a difference of $652,536 from 2015. Total county operating levy change is $1,080,055. Bridge Aid Levy is $39,650 a decrease of $51,505 from 2015. Library Levy at 100% for 2016 is $1,041,268, a decrease of $18,699 from 2015. Total levy change is $1,009,851 (3.4% increase). Review of revenue and expenditure detail by Mittet. Review of proposed new positions by Thompson. Thompson highlighted the 2016 recommended budget fully funds implementation of the McGrath Unified Compensation Plan which was approved by the County Board on August 4, 2015. Residual funding for Pay for Performance (P4P) and recommended $300,000 of the P4P fund balance which will offset the implementation of McGrath of $525,000 excluding fringe benefits. $50,000 remains in the P4P fund. Thompson reported the McGrath study looked at classification rather than years of service. Thompson will be contemplating on a method to adjust the step placement of some employees with significant years of service. Thompson noted a decrease of six percent in health insurance premium. Thompson highlighted other benefits being offered to employees. Review of impact on homeowners using an example on a median home value of $241,657. The 2016 county tax would be $932 an increase of $.50 per month compared to 2015. RESULT: DISCUSSED 2. 2016 Departments Budget Review Each department head or their representative provided a brief overview of their budget. Thompson reported paper copies of the budget will be provided well in advance of the County Board meeting. Thompson encouraged County Board members contact him or Mittet with questions.
