PUBLIC PROTECTION COMMITTEE MEETING
November 12, 2003
MEMBERS PRESENT: Julie Speer, Mary Louise Olson, Denise
Gunderson and Dan Raebel. Chuck Mehls arrived late.
STAFF PRESENT: Sheriff Dennis Hillstead, Chief Deputy Ron
Volkert, Administrative Assistant Mary Martell, Jail
Captain Karen Humphrey, Child Support Administrator Katy
Kapaun, District Attorney Eric Johnson, District Attorney's
legal secretary Lisa Dahl and Renee Carufel.
Meeting called to order at 8 :30 a.m. Motion by
Gunderson /Raebel to approve the agenda. Carried. Date of
the next meeting will be December 10th at 9:00 a.m. and the
January meeting is scheduled for the 8th at 9:00 a.m.
Motion by Gunderson /Olson to approve the October 7th
minutes. Carried.
MEDICAL EXAMINER'S REPORT: Bills were reviewed. Motion by
Gunderson /Olson to approve the bills of $11,970.55.
Carried. The revenues for the month of October were $1410.
CHILD SUPPORT Kapaun reported there was a minor increase
in the caseload last month. Budget status report was
presented. Motion by Olson /Raebel to approve the bills of
$1533.53. Carried. Child Support received a very good
report from the State for 2003. As of the end of October
over nine million dollars have been collected. Security
issues for the office were discussed. She also reported on
some changes going into effect on Jan. 1, 2004.
The Committee evaluated Katy Kapaun as Child Support
Administrator. They feel she is exceptional in all areas.
Olson will summarize the committee's comments and put them
in an evaluation form. That summary will be discussed at
the December 10 meeting and then turned into Personnel.
DISTRICT ATTORNEY'S REPORT Johnson introduced Lisa Dahl,
legal secretary in the District Attorney's office for nine
years. She works in the juvenile division and does an
excellent job.
Johnson reported the County has lost 1.3 attorney positions
in the DA's office. One attorney will work part time here
and part time in Pierce County. Johnson reported on how
the office will handle these changes. Services will be cut
because personnel will not have the time to devote to
certain things. We will make more use of law interns if
they are certified. Motion by Gunderson /Mehl to approve
the bills of $2492.05. Carried.
Methamphetamine information folders will be sent to school
counselors for educational purposes.
SHERIFF'S REPORT: Hillstead reported there is nothing new
with Visions. The patrol cars have the equipment needed to
charge traffic tickets using credit cards for payments.
The credit card company has to contact us to initiate the
process and do some training with the card readers. Nov 1
was going to be the start date but we might have to wait
until Dec. 1.
Martell presented a power point presentation of the
Sheriff's department report with graphs of statistics.
Hillstead reported on the activities of Deuce, the County
K -9 dog. He is definitely earning his keep.
Report was presented with past due medical bills of
inmates. Discussion was held as to how we should try and
collect these bills. A possible solution would be to
publish this list in the local papers to make the persons
come forward and pay their bills. A letter will be sent
saying they have 15 days to pay or else the name will be
published. Motion by Mehls/ Gunderson to have the Sheriff
authorized to contact former inmates who have past due
balances and inform them of collections procedures.
Carried.
Humphrey indicated US Best will start serving meals Nov.
15 2003. New Richmond Industries will be doing the
laundry starting Nov. 17
Humphrey reported on the progress of the Huber building.
Some inmates were put on electronic monitoring so we can
proceed with the inside renovations.
CONCEAL AND CARRY LAW Hillstead reported if a county so
desires it may opt out of conceal and carry permits. The
County will have to decide if it wants to issue conceal and
carry permits. Background checks will be necessary on
persons who apply for permits. Discussion of pros and
cons.
Hillstead received a check for $29,000 from a house that
was sold during a drug arrest. The fund will go into the
drug confiscated asset fund.
Hillstead requested a backpack for around $200, which
contains tools to make entries into homes. Motion by
Olson /Speer to buy this backpack with funds from the
Confiscated Drug fund. Carried.
BILLS & VOUCHERS Motion by Gunderson / Mehls to approve the
Jail bills of $55,347.12. Carried. Motion by Mehls /Raebel
to approve the Sheriff's bills of $31,756.61. Carried.
Martell reported on using a web browser from Minnesota. A
hacker got into the system so we had to set up a new web
site.
Mehls excused at 11:30 a.m.
Video machine gambling was discussed.
Concert and campsite problems were mentioned. Health
Sanitarian Lori Diaby - Gassma will be invited to report on
her findings at the campgrounds at the December meeting.
