BUSINESS ITEMS
1. Review of 2019 County Administrator Recommended Budget
County Administrator Patrick Thompson gave a general overview of the proposed 2019
budget. Thompson reported equalized value is up 4.86% and net new construction
1.93%. Thompson highlighted budget increases in Health and Human Services, Law
Enforcement and District Attorney due to the opioid epidemic. Review of county bond
rating and debt schedule. Total debt service payment is approximately $5,800,000 per
year. Review of Health Center operating revenue and expense forecast comparisons.
Review of 2019 employee benefits and increases in health insurance. Thompson
highlighted elimination of eight positions and new positions in the proposed budget.
Review of regrades and reclassifications.
Thompson reported he kept the mill rate down .64% to $3.678903 including debt.
Review of impact on homeowners compared to 2018. Assistant County
Administrator Ken Witt reviewed all department budgets and responded to
questions.
