1. Committee of the Whole Work Session August 12, 2020 12:00 PM

BUSINESS ITEMS
1. Review of 2021 County Administrator Recommended Budget
Interim County Administrator Ken Witt reviewed the budget summary, authorized
positions, equalized value trends and Net New Construction of 2.71% for St. Croix
County. County's debt review. Witt explained the debt is structured to decrease in
steps to provide taxpayer relief or space for future debt issues without tax rate
increase. Review of major changes in revenue sources and major expenditure uses.
Health Insurance changes reviewed. Witt indicated the health insurance premium
increase is 6.82%. A significant change is to sunset retirees eligibility to join retiree
plan on July 1, 2021. Review of 2022 budget forecast.
Review of department budgets by Witt and Assistant Finance Director Leah
Simington.
Review of Capital Improvements Project budget.
Witt stated the County Administrator Recommended Budget will be brought forward
to the County Board on November 3, 2020. Witt asked for any recommended
changes. There were not comments.
