Committee of the Whole Work Session October 14, 2020 10:00 AM RESULT: ACCEPTED PUBLIC COMMENT None BUSINESS ITEMS 1. Consideration of 2022 Budget Priorities County Administrator Ken Witt provided a summary of the budget review process and revenue sources. Review of budget requests by each department. Public Protection and Judiciary Circuit Court & CJCC - Judge Needham explained program initiatives: CASA program which includes advocates for kids who are under protective placement and the Justice Services initiative Clerk of Court - Kristi Severson - increase in maintenance contract fees due to technology upgrades and requesting two additional staff - Court Clerk for Commissioners and Clerk in the criminal division Medical Examiner - Patty Schachtner - increase a part-time position to a fulltime position; on-call rate; increase due to cost of autopsies. District Attorney - Karl Anderson - one additional legal assistant position Child Support Agency - Chad Wolske - move customer service representative from .6 to a fulltime position. Sheriff - Scott Knudson - two additional patrol staff and 2 squad cars and equipment; equipment and training for staff due to civil unrest. Administration Corporation Counsel - Scott Cox - no anticipated budget changes for 2022 Administration - Ken Witt - no new requests County Clerk - Cindy Campbell - increase in 2022 election budget due to four scheduled elections Human Resources - Tarra Davies-Fox - no increases - review of organizational chart in Human Resources Information Technology - John Allegro (not present) - no new staff requests; increase in license fees Finance - Leah Simington - no budget changes for 2022 County Treasurer Denise Anderson - no budget changes for 2022 Facilities Jim Elsbury - three percent increase in annual budget - more energy usage Transportation Highway - Robbie Krejci - construction increases, truck replacement, and winter maintenance increases Health and Human Services (HHS) County Veteran Service - Phil Landgraf - change Administrative Associate position to a second Veterans Benefit Specialist HHS - Bob Rohret - two position requests - the addition of one HHS Finance Associate and one Children's Services Support Social Worker II Community Development Register of Deeds - Beth Pabst (not present) - no requests Community Development - Ellen Denzer - position requests: another Parks Property Manager and one Parks labor support; Land-Use Division technician fulltime person; additional Water Quality Control testing funding UW Extension - Kristen Bruder - no requests County Administrator Witt summarized, based on the department head requests, there are 12 fulltime position requests for a total of approximately $900,000. In May the County Board will establish budget priorities. Discussion regarding the budget process and the upcoming strategic planning session. Supr. Achterhof asked if there could be a County Board survey to assist in determining the top five budget items. Corporation Cox indicated the survey would be a public record but will research the matter further.
