PUBLIC COMMENT
BUSINESS ITEMS
1. Consideration of 2023 - 2027 Capital Improvement Projects
Administrator Witt explains that a 5 year plan is created for Capital Improvement Projects
(CIP). However, the only projects we are currently approving are the 2023 projects.
Administrator Witt explains the voting system of using green thumbs-up or red thumbs-
down paddle for each project discussed.
Administrator Witt reviews funding sources regarding how projects are to be paid for as
well as the cash flow for all projects. Administrator Witt explains that a resolution to
transfer $7,000,000 of ARPA dollars into the CIP fund will be presented to the County
Board this evening. This resolution will resolve the negative fund balance and will
provide a cushion on any cost overrun on the government center expansion.
Administrator Witt and Finance Director Leah Simington reviewed capital projects.
Committee of the Whole members asked questions and provided feedback on the
projects. Members show approval or disapproval of each item discussed using their
paddles showing either a green thumbs-up or the red thumbs-down.
