Motion by Supervisor Koch; second by Supervisor Ostness. Approved unanimously

BUSINESS ITEMS
1. Consideration of 2024 Budget and Budget Priorities
County Administrator Ken Witt provided a summary of the budget process, explaining
that today we will hear from department heads what the foreseen needs are for the 2024
budget and then establish what the budget priorities will be for 2024.
Supervisor Sherley makes motion recommending County Board consider a proposal of
how to fund various items from the County referendum that failed at the April Spring
Election; second by Supervisor Berning. Discussion held. Supervisor Berning withdraws
his second. This will be referred to the Administration Committee to discuss.
Public Protection and Judiciary
Register in Probate- Rebecca Rohan- No anticipated additional budget needs in
2024
Clerk of Court- Kristi Serverson- Anticipates increased fees in court appointed
attorney fees and interpreter fees which have increased significantly and two Court
clerk positions
Medical Examiner- Patty Schachtner- No anticipated additional budget needs in 2024
CJCC- Phil Galli- Request to retain two positions currently funded through ARPA, but
that funding will end December of 2023
District Attorney- Karl Anderson- Supports the request for an additional Assistant
Corporation Counsel attorney. Another need is to be able to enhance the diversion
program- Investigator
Child Support- Lisa Plunkett- Specialist position in 2024 (if the Governor's budget
stays the same and additional GPR funding for the Child Support Agency -- no
additional cost) - Additional funds for staff development taking on any child support
related training for Corporation Counsel
Sheriff- Scott Knudson- Investigators, patrol and jail staff are top budget priorities as
far as staffing- computer forensics/computer subscriptions and upgrades will have
increased costs in 2024- there will be a mandatory increase in the jail meal plan in
2024
Administration
Corporation Counsel- Heather Amos- New assistant Corporation Counsel position
Administration- Ken Witt- No additional budget needs for administration.
Administrator Witt did review costs related to health insurance and employee
compensation from either step increases or COLA increase or both
County Clerk- Christine Hines- No additional budget requests for 2024
Human Resources- Audrie Haycraft- No additional budget requests for 2024
Information Technology- John Allegro- Increase in software subscriptions
Finance- Dustin Hawkins- No additional budget requests for 2024
Treasurer- Denise Anderson- No anticipating increase for 2024- will need to
transition into a new version of the tax collection software in either 2024 or 2025-
this is a shared cost with Community Development
Facilities- Taylor Mabis- New contracted cleaning may result in increase but wont
have those numbers until May. No other anticipated cost increase
Transportation
Highway- Robbie Krejci- No additional budget requests for 2024
Health and Human Services (HHS)
HHS- Bob Rohert- Nine positions. Five of the nine will require additional budget
requests
The five budget impact positions are:
One Initial Assessment Case Manager or Social Worker I/II in Children's Services- this
is an increased budget request
One Ongoing Child Protection Case manager- this is an increased budget request
Reclassify current Social Worker II position to Lead Social Worker- budget impact will
be minimal (salary and Fringe for step increase)
One Information and Assistance Worker for ADRC - this is an increased budget
request
One .6 position for Volunteer Coordinator- this is an increased budget request
HHS Position with no impact to 2024 budget:
One "Birth to 3" program and Children's Long-Term Support Services Case
manager/Social Worker- no anticipated budget impact- Medicaid funded
One Program Support Specialist- no budget impact (or very minimal) as
salary/benefits will be offset by no longer having to contract with outside vendor for
these services
One Mental Health Therapist within the Behavioral Health Division- no anticipated
budget impact as this service is billed to Medicaid
One Adult Protection Case Manager/Social Worker- no anticipated budget impact
County Veteran Services- Phil Landgraf- No anticipated increase for 2024
Community Development
Register of Deeds- Beth Pabst- No additional budget requests for 2024
Community Development- Ellen Denzer- Reviewed the earlier discussed tax
collection software cost- There will be an additional staff member needed to
perform GIS duties in 2024 or 2025 at the latest- Fund balance reserves have been
used in the Resource Management Division to fund the Water Quality Program and
those funds will be going away in either 2024 or 2025 and that will need to be
funded
UW Extension- No additional budget requests for 2024.
County Administrator Witt explains the exercise to the committee. Each supervisor
was given $1,000.000 in chips, which is about the amount of new money coming into
the county. The exercise will help establish what the priorities are for that new
money; areas of expense include operational expenses, variable expenses and
positions. Results of this exercise were reviewed. In May the County Board will
establish budget priorities. After discussion regarding information on budget and
mandatory expenses supervisor Leaf recommends the 2022 departmental reports of
mandated services be included in the budget workbook for 2024. Supervisor Sherley
requests to receive the County Administrator's recommended budget, which is the
balanced budget a month earlier than last year.

DATE OF NEXT MEETING
There will be a meeting on CIP projects and another budget meeting in October. The dates for
those meetings are yet to be determined.
