BUSINESS ITEMS
1. Consideration of Capital Improvement Plan for 2024-2028
County Administrator Ken Witt explained the voting system with using the green
thumbs-up or red thumbs-down paddle. The paddle input will be used to determine
whether the project stays on the list or does not stay on the list. Each project will need a
majority to continue on. Administrator Witt explained that each project was developed at
staff level, taken to standing committees and now is brought to the Committee of the
Whole for input as a group. After today the Capital Improvement Plan will be brought
by resolution to the Administrative Committee and then to County Board to be voted on.
With approval of that resolution it will become part of the 2024 budget. Administrator
Witt reviewed the color coded document that was given to each supervisor to review.
Review of projects by Finance Director Chuck Myers and County Administrator Witt.
Board members showed approval or disapproval of projects with the use of their
paddles. County Administrator Witt reviewed funding. Beginning of year balance was
$7,300,000, which came from lost revenue that were claimed through ARPA. This
beginning balance is a fairly healthy starting balance that will allow us to cash flow at
least this year and potentially part of 2025. The big project in 2025 will be the
Highway Facility, which will be too large to cash flow at $7.4 million and a will require
a bond. Administrator Witt briefly reviewed 2026 and 2027. Administrator Witt will
make modification and then resubmit in the form of a resolution to the
Administration Committee and to the County Board in September for a final vote.

Administrator Witt notes that the next meeting of the Committee of the Whole will be early
October to review the 2024 County Administrator's recommended budget.
