PUBLIC HEARINGS - 6:15 P.M.
1. Rezoning - Gjovik, Town of Cylon
COMMENTS - Current Meeting:
Grabau reviewed the staff report and background information. The Gjoviks own a 35.0 acre parcel
located in the Town of Cylon that is zoned as Agricultural District. They would like to split the
parcel into a 10.0 acre lot and a 25.0 acre outlot. Since the minimum lot/parcel size allowed in
the Agricultural District is 35.0 acres, rezoning would be required prior to subdividing the parcel.
The Gjoviks have requested to rezone 10.0 acres of their property to Agricultural Residential in
order to create a lot around the existing house that they will retain. The request also includes
rezoning the remaining 25.0 acres to Agricultural District Two in order to create an outlot that
they can sell to a local farmer. The 25.0 acre portion of the existing parcel that will become the
outlot is currently and will continue to be used for agricultural purposes.
The Town Board of Cylon has recommended approval of the rezoning request.
Chair Ring opened the public hearing at 6:15 p.m., and asked if anyone wished to speak in favor
of or opposition to the rezoning. Hearing no comments, the public hearing was closed.

BUSINESS ITEMS
1. Amendments to St. Croix County Code of Ordinances Land Use and Development
Chapter 17 Zoning Section 17.72 Rezoning Amendments - Gjovik, Town of Cylon
Motion by Russett, 2nd by Brinkman recommending County Board approval of the
Gjovik rezoning as presented. Motion carried.

2. Financial Reports
Thompson reviewed the monthly financial report for July 2013. The large amount of
revenue received for Community Development is due to the receipt of the recycling grant
making the revenue look high, but overall revenues and expenses are good. The Land and
water revenues look low, but grants have not yet been received, they will be coming near
the end of the third quarter. The expenditures for Economic Development show higher,
but three quarters of their expenses for the year have been paid. Thompson stated that the
2014 budget process is underway. Department budgets had a deadline of August 14th,
and the Finance Director is in the process of scrutinizing and fixing errors. The budget
for Community Development will come before the committee in September for review.
Thompson will give a final review and present budgets to the Committee of the Whole in
mid to late October. The budget will then go before the County Board in November for
final approval.
3. Review Language & Schedule Public Hearing for Farmland Preservation Ordinance
Amendments
Engesether reviewed the draft powerpoint presentation for the Farmland Preservation
Ordinance Amendments, which included legal review by Attorney Bill Thiel. She would
like the committee to set a public hearing for September 19, 2013, with County Board
approval scheduled for October.
Engesether began with the Summary of Town Input, which included questions that were
asked by citizens participating in the Farmland Preservation meetings. Changes right
now are just to the Ag1 and Ag2 districts, not to Ag-Residential, which in the future will
be called Rural Residential. Engesether explained this is a comprehensive revision to the
county ordinance, which will allow Towns to opt in or opt out of County zoning. Towns
will have to take action within 1 year, and if no action is taken, Towns will be out of
county zoning.
Engesether reviewed the legal comments received confirming compliance with state
statutes. Thiel reorganized and tightened present tense wording consistency. He clarified
the definitions for Ag Accessory Use, Farm and Ag Accessory Buildings, and gave a
procedural clarification of rezoning based on Town resolutions versus County Board
ordinances. To avoid duplication, the term Special Exception will be replaced with the
term Conditional Use. This terminology change has been recommended for several years
because it is allowed by statute and provides a clearer more accurate description of the
actions taken.
Ag Entertainment language clarification will be finalized before the public hearing.
Engesether asked the committee for their input as to how to properly exempt family
weddings, events and gatherings from being treated like an Ag Entertainment activity.
The committee agreed there should be language to allow it.
Engesether summarized the presentation stating that some rewriting of the Ag-Residential
district will have to be done because, currently, the district allows all uses within the
existing Ag district. She asked the committee for any other comments. The committee
questioned how other counties compare in the progress to adopt Farmland Preservation
Zoning. Engesether answered that St. Croix County is very different by allowing smaller
lots, whereas most counties won't allow below 35 acres.
The committee asked what to expect at the upcoming public hearing. Engesether stated
she will reach out to all the Towns again with an invitation to give public input. A press
release will go out, and the County website updated with the draft ordinance. Right now,
ten of the twenty-one towns participate in Farmland Preservation Zoning. Engesether is
not sure yet which additional towns will want to participate. There is a lot of education
that goes into this process to participate, and decisions will depend on what each Town
wants as a community. Engesether will do another presentation at the hearing.
The committee set the public hearing for September 19, 2013.
