The meeting was called to order at 6:00 p.m.

The minutes of December 19, 2013 were accepted as distributed.

PUBLIC HEARINGS
1. Peterson Rezoning
COMMENTS - Current Meeting:
Denzer presented the staff report and application. The Petersons have applied to rezone
approximately 5.5 acres of their property from Agricultural District to Agricultural Residential
District, in order to sell to a neighboring property owner, Simpson. Simpson wants to add the
additional acres to their existing lot, which is zoned Agricultural Residential and is recorded as
Lot 1 of Certified Survey Map Volume 9, Page 2476. Since the Peterson property is zoned
Agricultural, the 5.5 acres cannot be added on to the Simpson’s lot unless it also zoned
Agricultural Residential. The property to be rezoned is not currently being used for agricultural
purposes as there are numerous trees on most of that portion of the parcel. No new structures or
out-buildings are currently proposed.
Tim Junko, an adjoining landowner, spoke and asked several questions about the legality of the
easement and who is allowed to use the improvement he has made. Denzer advised him that all
property owners should get together to write a legal document for the use of the easement, and it
is in his best interest to speak with a Surveyor or an Attorney for legal answers.
Chair Ring opened the public hearing and asked if anyone would like to speak in favor of, or
against the rezoning. Hearing no comments, Chair Ring closed the hearing.
RESULT: CLOSED
2. Troy Burne, LLC Rezoning
COMMENTS - Current Meeting:
Denzer presented the staff report and application. Troy Burne, LLC owns a golf course and
clubhouse located within the Town of Troy. In 1996 a 1.0 acre portion of the property was
rezoned to the Commercial District in order to build a clubhouse. At that time, there had not
been a requirement to create a lot to contain the commercially-zoned property. As golf
membership grew and there was an increase in use of the clubhouse a semi-permanent tent-type
structure was erected on the property to accommodate the increase in the number of golf course
users. Now, the applicant/owner would like to construct an addition onto the clubhouse to
provide additional area for the increased use. The tent-type structure has already been
disassembled and removed from the site.
Chair Ring opened the public hearing and asked if anyone would like to speak in favor of, or
against the rezoning.
Steve Johnson, the contractor affiliated with project, spoke in favor and explained the mapping
and the restrictive covenants in place to maintain open space.
Hearing no further comments, Chair Ring closed the hearing.

BUSINESS ITEMS
1. Financial Reports
Denzer stated that overall the financials look good. The numbers are not final, but
getting close for 2013. Revenues were up except for Resource Management (fka Land
and Water) due to the final grant check from the State of Wisconsin coming in less than
anticipated. The Parks division had very good revenues for 2013.
2. Amendments to St. Croix County Code of Ordinances Land Use and Development
Chapter 17 Zoning Section 17.72 Rezoning Amendments - Peterson, Town of Erin
Prairie
Motion by Schachtner, 2nd by Russett to recommend County Board approval of the
Peterson rezoning. Motion carried.

Motion by Russett, 2nd by Schachtner to recommend County Board approval of the
Troy Burne rezoning. Motion carried.

ANNOUNCEMENTS & CORRESPONDENCE
Denzer announced a workshop sponsored by UW-Extension for local planning and zoning
officials, to be held at Wisconsin Indianhead Technical College in Rice Lake, WI. Attendance is
recommended for staff and elected officials.
Denzer also announced the annual speech contest held by Resource Management. Winners
compete with other area winners and go on to State. Judges are needed on Thursday, February
13, 2014 at 7:00 p.m., and Denzer asked if anyone from the committee would be interested in
judging. Russett indicated his interest.
Thompson announced that County Board Supervisor Buck Malick is requesting a future agenda
item, for the Community Development Committee, to discuss limiting use of free plastic bags in
St. Croix County.
