CALL TO ORDER
The meeting was called to order at 3:30 p.m.

APPROVAL OF MINUTES
1. March 27, 2014 6:00 PM
Motion by Berke, 2nd by Hansen to accept the minutes of March 27, 2014 as distributed.
Motion carried unanimously.

BUSINESS ITEMS
1. Election of Chair and Vice Chair
Ring opened up the nominations for Chair. Berke nominated Ring. Motion by Hansen,
2nd by Berke to elect Ring as Chair. Motion carried.
Ring opened up the nominations for Vice Chair. Liebfried nominated Achterhof.
Achterhof declined and nominated Hansen. Hansen was elected as Vice Chair.
2. Establish Regular Meeting Schedule
Denzer stated that for the past several years, the committee meetings have been held at
6:00 p.m., on the third Thursday of each month. At a minimum, the meetings need to be
held the third or fourth week of the month due to Town meetings held earlier in the
month. Motion by Berke, 2nd by Hansen to set the third Thursday of the month at
6:00 p.m. as the regular meeting date. Motion carried.
3. Department Fact Sheet Review from Orientation
Chair Ring asked Denzer to introduce herself and give the background on the Community
Development Department. Denzer explained the divisions and structure of the
Community Development department, as well as the wide variety of activities the
department is involved with.
Witzel introduced herself and explained the program areas that make up the UW-
Extension office located at the Ag Center in Baldwin.
Denzer introduced the Resource Management division of the Community Development
Department located at the Ag Center in Baldwin. She explained the areas of
responsibility and the different plans they do. The division administers, manages and
enforces ordinances including snowmobile trails. The division also includes recycling,
which is a part-time position.
Denzer also gave the committee the last annual report that had been presented to the
County Board highlighting the activities from 2013. She explained that everything this
department does is dictated by Wisconsin statutes and gave the committee in overview of
what has been done so far in 2014, and what is yet to come for the remainder of the year.
Budrow and Grabau gave the committee an overview as well, of the program areas they
work with. The committee asked about the frac sand mining application, the wind
turbines and county involvement. Denzer explained the current situation and handed out
a flyer for a Frac Sand Mining Environmental Research webinar to be held in the County
Board room that the committee might be interested in attending.
Chair Ring asked Denzer to explain the role of Susan Gausman, the FSA Representative
that attends the committee meetings. Gausman votes only on issues related to land and
water conservation.
4. Future Agenda Items
Denzer listed future agenda items that will be coming up: Town of Hudson ordinance
amendment, Economic Impact Study Agreement and Loop Trail Contracts to include
jurisdictional transfer and agreement for the County to take on the operation and
maintenance of the trail. Input from the committee for agenda items is welcome, and
items can be brought to Chair Ring, Denzer or Thompson who will coordinate the
background information. Agendas will typically be online by the weekend prior to the
scheduled meeting.
The committee also requested an update on the frac sand mine situation.
ANNOUNCEMENTS & CORRESPONDENCE
Denzer announced that staff is currently working with a variety of towns to get their Town
Zoning maps and resolutions adopted. The committee is invited to attend these meetings. A
public hearing will be held on the adoption of the Town Zoning maps, which is being planned for
July 17, 2014 to allow the month of August for any corrections. Action by the County Board is
slated for September 2, 2014.
