CALL TO ORDER
The meeting was called to order at 6:00 p.m.

There were no public comments on topics that were not on the agenda.
PUBLIC HEARINGS - 6:30 P.M.
1. Town of Troy Zoning Ordinance
COMMENTS - Current Meeting:
Chair Ring offered background information. Chair Ring asked Engesether to give additional
information. Engesether went over some of the requirements that are needed for a Town to adopt
their own Town Zoning.
Comments were heard in favor.
No Comments were heard in opposition.
RESULT: CLOSED
2. Adoption of Town Zoning District Maps
COMMENTS - Current Meeting:
Chair Ring asked Engesether for background information. Engesether gave a presentation
regarding the process that has taken place and the steps that are needed to be completed before
this is referred to the County Board for approval. County Board action is expected at the
September meeting.
Engesether read public comments and town comments that she has received.
Comments were heard in favor.
There were no other comments.
BUSINESS ITEMS
1. Resolution Approving St. Croix River Crossing Loop Trail Operation and Maintenance
Discussion was held on whether or not to have local government operate and maintain the
Loop Trail. Chair Ring asked Denzer to provide additional information. Denzer
summarized some of the key points and background information that has been provided
in the packet for the public.
Comments were heard in favor. There were no comments in opposition.
Board had additional questions for staff regarding emergency vehicles and financing for
replacement and maintenance.
Motion by Berke, 2nd by Hansen to recommend County Board approval of the
Resolution to Approve the St Croix River Crossing Loop Trail Operation and
Maintenance. Motion Carried Unanimously.

2. Resolution of the St. Croix County Board of Supervisors Approving Creation of the
Town of Troy Zoning Ordinance
Motion by Berke, 2nd by Hansen to refer to County Board for approval of Town of
Troy Zoning Ordinance. Motion Carried Unanimously.
RESULT: RECOMMENDED [UNANIMOUS]

3. An Ordinance Adopting Amended Zoning District Maps for 17 of 21 St. Croix County,
WI Towns
Motion by Hansen, 2nd by Berke to recommend adoption of the ordinance amending
the zoning district maps for 17 of the 21 St. Croix County, Wisconsin towns
incorporating the map changes identified at tonight’s public hearing by the town
boards of Kinnickinnic and Rush River and contingent on Erin Prairie and Stanton
town board recommendations regarding map changes proposed at tonight’s public
hearing.
Motion amended by Berke, 2nd by Leibfried to postpone action on this motion until
the next meeting when recommendations by Erin Prairie and Stanton Town Boards
can be received. Motion Carried Unanimously.

The Minutes of June 19, 2014 were accepted as distributed.

ANNOUNCEMENTS & CORRESPONDENCE
Denzer announced the St Croix Workshop on the Water will be on Tuesday, July 29th from 5 -
9 p.m. Denzer asked, if there was anyone else that would like to attend.
