BUSINESS ITEMS
1. UW Extension Updates - Agriculture, Horticulture and 4H programs
Sterry introduced himself, Doering 50% FTE- commercial horticulture focus and
Vierling. Vierling started first part of February as the 4H and youth education agent. She
provided information on her background and goals and answered questions. Sterry and
Doering gave presentations on their programs.
2. Resolution Authorizing Application for Grant Funds to Renovate and Redevelop St.
Croix County Park Facilities
Ellen introduced Bob Heise. This is a Wisconsin Department of Natural Resources Grant
for planned park improvements and redevelopment totaling $140,000 --$70K grant plus
county match of $70K. Judy Achterhof asked what if we get more or less money in grant.
Denzer explained the application is based on the County Capital Improvement Plan and
2015 budget. If less funds are awarded the project scope would be reduced or the county
can turn down the grant. It is unlikely additional funds would be awarded and this was
the amount identified in the county's 2015 budget.
Ring asked if design guidelines for park facilities have been adopted. Denzer stated it has
been discussed but none have been developed or adopted. Ring recommends that be
explored and funding be requested in the future.

3. Resolution Authorizing the St. Croix Community Development Department to Apply for
a 2015 Lakes Planning Grant – Revised
Denzer explained this resolution was approved by the County Board of Supervisors in
2014 December. However, WDNR would not accept unless the bulleted points are
included. The County has been awarded the grant contingent upon County board
adoption of this corrected resolution.

4. Resolution Opposing State Budget Proposal to Transition Property Assessment from
Municipal to County Responsibility
Ring asked to have Berke give background. Denzer reviewed additional background and
impact developed by Brett Budrow, Planning and Land Information Administrator.
Denzer handed out copies of an article from Journal Times. This will be added to the
minutes.

5. Financial Reports
Denzer reviewed the reports and answered questions.

6. Discussion of land adjacent to St. Croix River Crossing Loop Trail Trailhead
Denzer - Staff are requesting Committee consideration and authorization to contact the
property owner and complete an analysis of the site for bluffline mitigation funding.
Wittmer provided background on the site. Ring recommended staff analyze utilizing the
bluffline mitigation criteria committee has approved.
MOTION: To authorize the Community Development Staff to talk to the owners of the
Joyce Trust property and to conduct an evaluation against our criteria for land acquisition
and to bring back information in 1-2 months to this committee.

7. Official Name of the St. Croix Crossing Loop Trail
Denzer reported that she contracted the MN Department of Transportation (MNDOT)
regarding the official name of the trail; it is the St. Croix Crossing Loop Trail in the
Environmental Impact Statement, Memorandums of Understanding and the other official
documents.
MNDOT would support a name change of the trail if it was a bi-state effort with both
MN and WI DOT's, DNR's, both counties, all local communities, and other interested
organizations represented. She will follow up to ask if the name could be adjusted to
include the word River after Croix.
Denzer also contacted City of Stillwater Community Development Director Bill Turnblad
who will bring up the question of changing the trail name at the next Park Board and City
Council meetings.
8. Bike & Pedestrian Plan Update
Denzer provided an update on the status of the Transportation Alternatives Planning grant
paperwork for the Bike and Pedestrian Plan update and a Request for Qualifications
(RFQ).
Discussion of RFQ selection and possible interview team. Ring to appoint a member of
the Community Development Committee and contact Bike/Pedestrian Coalition for a
representative, Supervisor Bill Peavey to appoint a member of the Transportation
Committee, Chairperson Ring to contact him and make request. Highway Commissioner
Tim Ramberg has assigned Assistant Highway Commissioner Todd Rehnelt to represent
the Highway Department.
Ring informed Committee she intends to appoint herself to the selection/interview team.
CDC members asked to contact Supervisor Peavey and Supervisor Ring with suggestions
for citizen member participant.
CLOSED SESSION
1. Closed Session per Wis. Stats. § 19.85(1)(e) "...deliberating or negotiating the purchase
of public properties..." - to review property appraisals and direct staff to take possible
action on C.A. Richards, Charles R. Bailey and Nancy L Pugleasa-Brown, Margaret H.
Orf, and the Lawson Family properties.
Motion Achterhof, Second Berke. Roll call taken: Berke - yes, Leibfried - yes,
Achterhof - yes, Ring-yes.
Motion carried - all in favor. Moved into closed session after break at 8:01 p.m.
Ring declared a five-minute break.

Motion by Achterhof to move into open session. Second Leibfried. Motion carried - all
in favor. Open session at 9:53pm.
Motion by Berke to begin exploration of acquisition of properties owned by: C.A.
Richards, Charles R. Bailey and Nancy L Pugleasa-Brown, Margaret H. Orf, and the
Lawson Family, utilizing the Bluffline mitigation funding. In addition, to present the
appraised values to the listed property owners or their representatives and begin
negotiations of terms which would be subject to committee and county board review and
to authorize the Community Development staff to explore stewardship grant applications
and seek other opportunities for matching funds and other grant opportunities.
Second by Achterhof. All in favor. Motion carried.

ANNOUNCEMENTS & CORRESPONDENCE
Town of Somerset Comprehensive Plan Update open house and public hearing 6-7pm March 30,
Somerset Town Hall.
Request from Dan Bauman to attend April 16 CDC meeting to provide information on the
Willow Falls dam in the Willow River State Park.
Committee training opportunities:
Workshop for Local Land Use Officials, Monday April 27th, 6 p.m., Kilkarney Hills Golf
Course, Town of Troy, River Falls. This is especially for Town Board members, Plan
Commission and Committee members.
Zoning Board of Adjustment and Board of Appeals Workshop, Thursday, May 7th, 9:30 a.m. at
Dunn County Judicial Center, Menomonie.
