1. Community Development Committee – Regular Meeting – April 16, 2015 6:00 PM
RESULT: ACCEPTED
PUBLIC COMMENT
Town of Richmond resident Nolly Wehye had questions about raising chickens in her
subdivision. Chair Ring explained this would be addressed as part of the comprehensive revision.
Town of St. Joseph resident Jeremia Sorensen stated he filed a complaint in March that a
neighbor on 24th Street was not in compliance with a Conditional Use Permit for a contractor
storage yard. Resident did not fell CDD staff was resolving this complaint fast enough. Denzer
stated the staff is working with the neighbor, who is trying to correct problems and come into
compliance with the permit.
Other members of the public did not speak.

2. Resolution of Support for Continued De-federalization of the Regional Consolidated
Revolving Loan Fund
MOTION: Ring motioned to amend the resolution to add to the list of people that we
send this resolution to, to include: US Senators Ron Johnson, Tammy Baldwin, US
Representative Sean Duffy, the secretary of HUD, the Director of the Regional Business
Fund, and the Director of the Regional Planning Commission. Berke seconded.
Ring move to approve as amended. Berke seconded.

3. Report on GMAT support for Comprehensive Zoning Update – Phase 2
Denzer reported that the Growth Management Advisory Team voted in favor of the
proposal for the second phase update to the County Zoning Ordinance including
contracting for planning assistance, legal assistance and two limited-term-employees
(LTE). The two assistant planners/GIS technicians would be employed for a two-year
timeframes, possibly over 3 budget years to work on this project and related growth
management GIS projects. Updating the remaining sections of the zoning ordinance,
some parts of which date back to 1978, is an important step in managing growth relative
to the new bridge and supporting town comprehensive plans.
4. Closed Session per Wis. Stats. § 19.85(1)(e) "...deliberating or negotiating the purchase
of public properties..." - Update on property negotiations for C.A. Richards, Charles R.
Bailey and Nancy L Pugleasa-Brown, Margaret H. Orf, and the Lawson Family, and
Joyce Trust properties.
Bob Mittet, Dave Osteness, Julie Peterson, Ellen Denzer - invited to stay in closed
session. Closed session called to order at 1915 by Ring.

ANNOUNCEMENTS & CORRESPONDENCE
Denzer handed out post-card reminders of the free weekend at County parks in coordination with
the WDNR free weekend at state parks June 6-7.
Denzer acknowledged the significant public turnout and great staff efforts during last weekend's
Clean Sweep event.
Denzer demonstrated a new mapping application utilizing the new LiDAR data.
Ring announced that UW Extension will be offering a broadband training session in Eau Claire
on June 5th.
