Community Development Committee – Regular Meeting – June 18, 2015 6:00 PM RESULT: ACCEPTED PUBLIC HEARING Opened public hearing 6:11pm. No comments. Hearing Closed 6:12pm Rezoning - Mellgren Denzer summarized the staff report and answered questions. PUBLIC COMMENT None heard. BUSINESS ITEMS 1. Amendment to the Comprehensive Zoning Ordinance - Town of Eau Galle - Mellgren Property. MOTION: The Community Development Committee recommends to the County Board approval of the amendment to the county zoning ordinance Town of Eau Galle regarding the application of Gerald and Joan Mellgren to rezone the 0.85 acre portion of their property from commercial to agriculture 1. RESULT: RECOMMENDED [UNANIMOUS] MOVER: Jill Ann Berke, Supervisor SECONDER: Daniel Hansen, Vice Chair AYES: Agnes Ring, Jill Ann Berke, Daniel Hansen, Judy Achterhof, Shaela Leibfried 2. UW Extension Update on State Budget Impact - Joan Sprain and Ryan Sterry Co- Department Heads Additional handout Roles of Agents at Fairs was presented at meeting. 3. Financial Reports RESULT: DISCUSSED 4. 2016 Budget -- Community Development Department Fees Current schedule provided for review prior to any recommended changes brought forward as part of the 2016 budget. Paddle board rental will be added to fee schedule. 5. Planning projects, Bike & Ped Plan & Comprehensive Zoning Ordinance Revision, Updates Bike & Ped Plan: The contract has been signed with Toole Design Group from Minneapolis MN/Madison WI Susan Heuiser from Bike & Ped Coalition and Mark Vanasse spoke in support of the Advisory team and Bike Ped Plan process. Comprehensive Zoning: Budrow introduced. GMAT approved request to hire two limited Term Employees who will assist with planning and GIS mapping activities. 6. Status of the violations that were the topic of citizen comments at the May CDC Meeting Nolly Wehye- Denzer reviewed ch17.1-5 (12) regarding animal units and steps taken in regard to this violation and neighboring violation. Jeremia Sorensen comments on Chris Marshall violation, Denzer reviewed steps taken in regard to this violation. Discussion of amendments to Chapter 17 Zoning Ordinance relative to these complaints. Related changes will be recommended in the process of the second comprehensive revision to Chapter 17. Denzer did not recommend handling these separately. Committee concurred. Denzer handed out article from WCA monthly magazine regarding elected officials roles in zoning and zoning violations. Ring recommended providing the Rural Living Guide to rural residents when responding to complaints and promoting to new residents. Denzer agreed the publication is very useful and will ask staff to provide more frequently. It is available on the CDD and UW-Extension web pages, at CDD offices and in many other locations. 7. Discussion of HHS Resolution - Authorizing Submission of the Applications for Community Development Block Grant (CDBG) Funds on Behalf of the West Central Wisconsin CDBG Housing Region. This was recommended by the Health and Human Services Board and Denzer encouraged the Community Development Committee to support the resolution at the County Board meeting. Background paragraph incorrectly referred to Fred Horne it should have referred to Fred Johnson. ANNOUNCEMENTS & CORRESPONDENCE Jarchow and Harsdorf did respond to the Committee resolution in opposition to budget bill amendments to the shoreland zoning law; copies of the correspondence were provided to committee members. The shoreland zoning changes were not removed from the state budget bill. The budget bill was passed by the legislature and signed by Governor Walker, effective July 13th 2015. The St Croix County Shoreland Zoning Ordinance will have to be amended as a result. Denzer will send Committee members a summary of the budget bill changes. Workshop on Water August 6th. County Fair is this week until Sunday. Water Quality workshop in Eau Claire on August 6. Aug 6th County Employee Picnic at Mary Park in New Richmond. REQUEST FOR FUTURE AGENDA ITEMS Achterhof - ATV routes in villages, cities, towns regarding Village of Baldwin ordinance. Denzer asked what should be put on the agenda so staff can be prepared, explained - towns have jurisdiction over town roads, citis have jurisdiction over city roads, villages have jurisdiction over village roads. The County has jurisdiction over county roads and at present does not allow ATV/UTV's on county roads. ATV/UTV's are not allowed on State or Federal highways. ATV/UTV's on trails in county parks has been extensively discussed; at this time TV/UTV's are not allowed on park trails. Achterhof withdrew request for agenda item. Liebfried - Houlton school requests to discuss an underpass mural. Will be place on agenda with WisDOT discussion of Trailhead of the new St. Croix River Crossing Trail. Achterhof - requested an update or status report on all properties that were appraised. DATE OF NEXT MEETING - AUGUST 20, 2015, 6:00 P.M., ST.
