1. Rezoning - Town of Richmond - Otto
Grabau gave staff report. Staff recommends approval of this rezoning.
Public hearing opened at 6:16 p.m. No comments heard. Hearing closed at 6:17 p.m.
MOTION: To recommend approval of the comprehensive zoning ordinance for the Town
of Richmond for the Otto Property

2. Resolution Approving Grant Application from the Snowmobile Trail Aids Program
Denzer explained snowmobile grant process.
MOTION: To recommend that the County Board adopt a resolution approving grant
allocation for the snowmobile trails aid program.
RESULT: RECOMMENDED [UNANIMOUS]

4. 2016 Capital Improvement Project Bonding
MOTION: To support the community development restroom/shower structure which is
part of the proposed capital improvement plan.

5. Five-year Capital Improvement Projects - Parks Division
Denzer provided background and discussed.
6. SCRC Bluffline Mitigation Acquisition Projects Update
Denzer discussed status.
ANNOUNCEMENTS AND CORRESPONDENCE
Denzer: checked with staff at the WDOT regarding the follow up to the public information
meetings on the SCRC Trail and Trailhead. The comment period closes on 1/15/16. DOT has
received and addressed 2 comments thus far, and a FAQ handout is available tonight.
Denzer: Staff have worked with the Wis. Department of Transportation to identify a date for an
informal day-time work session/meeting on the St. Croix River Crossing and Trailhead design.
Options are January 14 or 15, 2016. Committee members preferred Friday January 15, 2016 at
1:30p.m., room 1216. This meeting is optional for committee members but will be noticed as a
quorum may be present and the public may wish to attend also.
Denzer: Staff are also working on a meeting to discuss content of the interpretive panels.
Historical associations, local officials and citizens will be invited to suggest ideas regarding
history, settlement, geology, geography, etc., sometime in January or the first week of February.
Denzer: Staff are working on scope and options for the Comprehensive revision phase 2.
Recommending a request for qualifications rather than a request for proposal process and
finalizing he scope once a consultant is selected. Further details will be provided in January.
Bob Heise, Resource Management Administrator, and Dave Larson, Site coordinator have
announced their retirements. There will be an open house party for them both at the Baldwin Ag
Center on January 8, 2016 at 2 p.m.
Update from UW-Extension
Update from UW-Extension Ryan Sterry and Joan Sprain regarding an email/letter has
gone out from Chancellor Cathy Sandeen to partner organizations of the UW-Extension
system to disseminate information regarding the reorganization of the University of
Wisconsin-Extension Cooperative Extension in 2016 and 2017. Sterry and Sprain invited
the Committee to attend a meeting with Chancellor Sandeen at the Ag Center in Baldwin
on January 22nd, and around the state throughout the coming months.
