1. Rezoning - Town of Springfield
BUSINESS ITEMS
1. Amendment to the Comprehensive Zoning Ordinance - Town of Springfield - Fickling
Grabau gave staff report.
MOTION: To recommend to the County Board of Supervisors to amend the
Comprehensive Zoning Ordinance for the Town of Springfield to rezone the 120.42
acre property owned by Bridget Fickling that is currently zoned Rural Residential
District to Agricultural District 2 (AG-2).
RESULT: RECOMMENDED [UNANIMOUS]

2. Financial Reports
Denzer answered question from committee regarding grant awards.
RESULT: DISCUSSED
3. Tax Deed Property - CDD Review Process
Denzer presented process historically followed by staff to review tax deed properties for
possible park consideration and process identified in St. Croix County Outdoor
Recreation Plan for Committee and County Board consideration. Committee requested
discussion on process at a future meeting.
4. Tax Deed Property - County Road A, City of New Richmond
Engesether started presentation on property.
Several audience members spoke regarding the loss of tax base and gain of trails and park
property. This item will go to the Administration Committee next month.
RESULT: DISCUSSED-NO ACTION
5. St. Croix River Crossing Bluffline Mitigation possible acquisition and authorize
appraisal
Wittmer presented.
MOTION: To authorize Community Development Department to get appraisal on
these parcels of land and take next steps.
RESULT: APPROVED [UNANIMOUS]

6. Town of St. Joseph request for support of town TAP Grant Project
Mark Vanasse representing the Town of St. Joseph Park Board request County support
for the Town's application for a Wisconsin Department of Transportation (WisDOT)
Transportation Alternatives Program (TAP) grant application. Vanasse provided a draft
letter of support. Additional audience members spoke in favor.
MOTION: To take a resolution to the full county board for support of St. Joseph
Township TAP Grant.
RESULT: APPROVED [UNANIMOUS]

7. Comprehensive Revision Round 2 project update
Budrow discussed status of Comprehensive Ordinance Revision, round 2 (CR2).
ANNOUNCEMENTS AND CORRESPONDENCE
Chairman Larson requests input from this committee for the County Administrator's annual
performance review. Please submit comments to Roger Larson, Travis Schactner, or Dave
Ostness before February 2, 2016.
Reminder to committee that UW Extension staff from Madison will be speaking at the Baldwin
Ag Center at 9am tomorrow (1/22/16) regarding the restructuring of the Extension offices
throughout the state. All are welcome to attend.
REQUESTS FOR FUTURE AGENDA ITEMS
Request for updates on the progress of the Bike & Pedestrian Plan for the county from Toole
Design Group.
Request for discussion regarding tax deed property review process.
