MINUTES APPROVAL
1. Community Development Committee – Regular Meeting – June 16, 2016 5:00 PM
Berke requested amendment made to June 16, 2016 meeting minutes to include names of
those who spoke during public hearing.
RESULT: ACCEPTED AS AMENDED
2. Community Development Committee – Special Meeting – June 22, 2016 6:00 PM
Minutes handed out at meeting.
RESULT: ACCEPTED
3. Community Development Committee – Special Meeting – July 13, 2016 4:00 PM
Minutes handed out at meeting.
RESULT: ACCEPTED
PUBLIC COMMENT
Kim Dupre, Carol Hardin, and Greg Glass all spoke in opposition of the Emerald Sky Dairy
expansion proposal.
PUBLIC HEARINGS
1. Waiver to Setback Reduction for the Subdivision known as Glens of Willow River
Open at 6:02 p.m.. No comments heard. Closed at 6:03 p.m.
BUSINESS ITEMS
1. Financial Reports
2. UW nExt Generation Background Information
Ring introduced topic. Sprain notified committee that Heather Vierling is out on medical
leave so she is not at the fair. There is backup staff available at the fair.
Sprain handed out two papers : UW Ext. Program inventory summary and County and
State funding comparison. Several from CDC attended the WACEC meeting. Sprain will
share the CNRED information via email with the committee. A meeting will be held with
Rick Klemme - Dean, Aaron Brower - Provost, Steve Wildeck - UW Colleges Vice
Chancellor of Administration. Julie Keown-Bomar will send invite. August 17th 8-10am
at Ag Center. Polk and Pierce Counties are also invited to attend. 1030-1230 there is a
meeting to talk about the vacant Ag positions in Polk and Pierce. All committee members
are invited to join. It was mentioned that the Committee should invite more County staff
to 8/17 meeting.
3. Waiver to Setback Reduction - Glens of Willow River
Grabau presented.
MOTION : To approve the waiver to the setback reduction from 100 feet to 50 feet
for all lots of the Glens of Willow River Subdivision, Town of Richmond.
RESULT: APPROVED [UNANIMOUS]

4. Review of Request for Qualifications for Comprehensive Ordinance Revision
Engesether presented and answered questions from Committee.
5. WCA Shoreland Zoning Task Force Update
Ring presented.
6. Review Town of Star Prairie's Farmland Preservation Area and Comprehensive Plan
Future Land Use map amendments.
Engesether presented. Scott Counter also addressed questions from the Committee.
MOTION: To forward to Department of Agriculture Trade and Consumer
Protection and set a preliminary hearing date.
RESULT: APPROVED [UNANIMOUS]

7. Review St. Croix County Comprehensive Plan Updates
Engesether presented. Towns of Star Prairie and Somerset made changes to their land use
map and now we need to update the county plan to reflect those changes. This item
requires a public hearing. Committee agreed to schedule hearing at September meeting.
8. Updates on §17.50 Tower Regulation of Chapter 17
Blackburn presented.
REQUESTS FOR FUTURE AGENDA ITEMS
Would like to develop a joint resolution with the Community Development Committee and
Health & Human Services regarding water quality
SC Water Resources Planning Team will ask the St. Croix County Bo ard of Supervisors to
support the Basin Team Implementation.
August 5th budget items are due to Administration.
ANNOUNCEMENTS AND CORRESPONDENCE
Fair is going on July 20-24, 2016 in Glenwood City.
