Virginia Drath spoke regarding water quality and handed out a 4 page document to all present.
Carol Hardin spoke regarding water quality. Chair Agnes Ring reads a letter from Kim Dupre
regarding water quality.

1. Farmland Preservation Plan and Comprehensive Plan Future Land Use
Ring opened public hearing at 5:26 p.m.
asks for comments, none heard.
Ring closed public hearing at 5:27 p.m.
BUSINESS ITEMS
1. Resolution to Adopt the Farmland Preservation Plan and Comprehensive Plan Future
Land Use Map
Budrow presented.
MOTION: To recommend to the St. Croix County Board of Supervisors to adopt
the Farmland Preservation Plan and Comprehensive Plan Future Land Use Map .
RESULT: RECOMMENDED [UNANIMOUS]

2. 2017 Community Development Departments Budget Review
6:08 p.m. Rubin discussed EDC budget.
6:23 p.m. Pabst discussed RoD budget 100-004000.
6:31 p.m Sprain and Sterry discussed Extension budget 100-009700.
6:34 p.m. fair board budget handed out and discussed.
6:35 p.m. Denzer discussed CDD, Parks, Land and Water Conservation, Land Records.
Within 4 funds have more than 4 budgets. Berke asks about number of recycling days
offered to county residents. Especially for electronics. Clean Sweep possibly additional
dates but will need additional salary which will reduce grants to municipalities. Berke
encouraged longer days instead of more days. Land records budget is a closed budget
done in conjunction with Register of Deeds.
The comprehensive revision RFB - request for bids - will go out soon.
Parks salaries appear low for 2016 - this would account for two open positions currently.
Witt takes podium to discuss levy amounts.

4. Sign Ordinance Review
Hansen had requested this topic and changes in the ordinance.
Grabau presented history. Committee discussed topic. Staff and Administration addressed
concerns.
Ring requests that staff recommend to committee changes to the ordinance. A public
hearing would be needed. Staff to present options to committee for consideration. Hansen
will present options. Because the American Legion sign is under violation at this time we
cannot discuss this. Committee would like to direct the staff to propose some new
language and have a public hearing.
We will put a status report on the agenda for next month regarding where Greene Espel is
on the ordinance.
REQUESTS FOR FUTURE AGENDA ITEMS
Hansen: concerned with messiness or blight at Hwy 12 & 65 and large agricultural bldg
collapsed near new Richmond. Would like to open a conversation about that. How many
violations in the last year and what can we do, what is our process?
Planning for CAFO's
ANNOUNCEMENTS AND CORRESPONDENCE
Rescued bald eagle at Homestead Park. Discussed letters from the Little's regarding use of the
Richards property.
