Completed at 6:21 p.m. PUBLIC HEARINGS Amendment to the Comprehensive Zoning Ordinance - Sections 3 & 4, Town 29N, Range 18W - Town of Warren Grabau presented. BUSINESS ITEMS 1. Consideration of a Moratorium on New or Expanded Large Scale Livestock Facilities Handouts for committee, board members, staff, and audience of 4 items: petition, map of signatures on petition, FAQ for CAFOs, draft of moratorium and draft chapter 22 ordinance distributed. RESULT: DISCUSSED Ordinance Creating Chapter 22 - Moratorium on the Establishment or Expansion of Large Livestock Facilities – of the St. Croix County Code of Ordinances MOTION: To recommend to County Board of Supervisors to Create Chapter 22 - Moratorium on the Establishment or Expansion of Large Livestock Facilities - of the St. Croix County Code of Ordinances Recess 7:48 pm - 800 p.m. RESULT: RECOMMENDED [3 TO 2] MOVER: Jill Ann Berke, Supervisor SECONDER: Daniel Hansen, Vice Chair AYES: Laurie Bergren, Jill Ann Berke, Daniel Hansen NAYS: Tom Coulter, Agnes Ring 2. Sign Ordinance Timeline and Variance Authority Explanation Denzer and Cox presented. 3. Amendment to the Comprehensive Zoning Ordinance - Sections 3 & 4, Town 29N, Range 18W - Town of Warren Grabau presented. Public hearing opened at 6:32 p.m. Hugh H. Gwin, Agent for applicant speaks at podium. Intention is to clean up the map, these parcels were missed in 2014. Public hearing closed. 6:36 p.m. Grabau has received amended parcel descriptions from Agent, these will be updated in ordinance. MOTION: To approve the rezoning of two parcels, a total of 6.0 acres, in Sections 3 & 4, Town 29 North, Range 18 West, Town of Warren to Commercial pursuant to Section 17.72 of the St. Croix County Zoning Ordinance. Park Facilities Update: Well, Glen Hills Shower, Trailhead Public Information Meeting, Park Tour October 3, 2016 Denzer presented. Update: WisDOT will be holding a St. Croix Crossing Public Information Meeting (PIM) on Tuesday, December 13th from 5:00 PM - 7:00 PM at the Town of St. Joseph Town Hall. A presentation from 5:00 PM - 5:30 PM will start the evening, followed by an open house-style format of design displays and the chance to ask questions. RESULT: DISCUSSED 5.
