MINUTES APPROVAL
1. Community Development Committee – Regular Meeting – October 20, 2016 5:00 PM
RESULT: ACCEPTED
PUBLIC COMMENT
Kim Dupre, Emerald Township, spoke regarding Emerald Sky Dairy, water contamination.
Virginia Drath, Emerald Township, spoke regarding property values decreased because of
proximity to CAFO's.

1. Financial Reports
Short break. 7:39 pm. - 7:50 pm.
RESULT: DISCUSSED
2. UW Extension Position Update
Sterry and Sprain presented. Recognized Mary Lestrud - retiring after working for
extension in St. Croix County 40+ years. Horticulture and Agriculture positions for three
counties are currently under consideration. Sterry will email draft position descriptions to
committee for consideration prior to December 2, 2016 meeting at Ag Center in Baldwin.
(10am).
3. Presentation by John Baker regarding Sign Ordinance and Regulation of Electronic Signs
4. Land Use Enforcement Process
Grabau presented. Hansen requested to add to a future agenda the item of additional
personnel for Community Development Department for enforcement and other duties.
5. Closed Session per Wis. Stats. § 19.85(1)(e) "...deliberating or negotiating the purchase
of public properties..." - for Eckert Property
Coulter left the meeting at 7:45 PM. Motion to return to open session Hansen, second
Berke.
RESULT: APPROVED [UNANIMOUS]

6. Reconvene into open session to report and/or take action on items discussed in closed
session
MOTION to direct the Community Development Staff to negotiate with the Eckert
family for the property discussed in closed session.
