Community Development Committee – Regular Meeting – January 19, 2017 5:00 PM RESULT: ACCEPTED PUBLIC COMMENT None PUBLIC HEARINGS BUSINESS ITEMS INFO/DISCUSSION ITEMS 1. Financial Reports Review of Financial Report - no questions RESULT: DISCUSSED 2. Washington County Policy Makers Share Their Experiences Related to Bike and Pedestrian Trail Development Background of the Bike and Pedestrian Plan by Chair Ring. Tom McCarty, City of Stillwater Administrator, Mike Pohlena, City of Stillwater Council Member, Gary Kreisel, County Commissioner, and Chris Eng, Washington County Director of Economic Development reported on Stillwater, Minnesota and the Washington County regional bike and pedestrian trails including the economic impact, health effects, trail maintenance and funding. Pohlena indicated they are interested in partnering with St. Croix County to tie in the trails. Discussion regarding relationships with the city and towns regarding the trails and safe routes to schools. Distribution of maps and economic impact information. It was recommended the county staff contact the Washington County Planning Department and establish a master trail plan. Chair Ring thanked the gentlemen for the information and time. RESULT: DISCUSSED 3. Closed Session per Wis. Stats. § 19.85(1)(e) "...deliberating or negotiating the purchase of public properties..." - for Eckert Property Motion by Coulter, 2nd by Hansen to move into close session per Wis. Stats. § 19.85(1)(e) "...deliberating or negotiating the purchase of public properties..." - for Eckert Property. Others present in closed session: Chair Larson, Denzer, Wittmer, and Williams. RESULT: APPROVED [UNANIMOUS] MOVER: Tom Coulter, Supervisor SECONDER: Daniel Hansen, Vice Chair AYES: Tom Coulter, Agnes Ring, Jill Ann Berke, Daniel Hansen ABSENT: Laurie Bergren EXCUSED: Dick Hesselink 4. Return to Open Session MOTION: To return to open session. MOTION: To authorize Community Development to update the current appraisal to keep it current, approximate cost $2000. Moved by Coulter, Seconded by Berke. Unanimous approval. MOTION: To direct the Community Development Department to prepare a resolution in support of stewardship grant applications and a resolution to support a DNR fund transfer, both to go to County Board for approval.. Moved by Coulter, Seconded by Hansen. Unanimous approval. Coulter noted the Wisconsin Department of Transportation is in the planning stages to redo Highway 35 from Hudson past North Hudson in 2021. DATE OF NEXT MEETING:THURSDAY, MARCH 16, 2017 The committee agreed to move the March 16, 2017 meeting to March 23, 2017 for additional time to prepare materials for bike/ped plan and resolutions and due to Supreme Court oral arguments scheduled for March 20th. ADJOURN
