Speer DATE: January 14, 2003 COPIES TO: County Clerk Notice Board /News Media Committee Members/ Department Heads *These will be presented by each department at the time of their report. ** Additions /Changes /Corrections PUBLIC PROTECTION COMMITTEE FEBRUARY 6, 2003 MEMBERS PRESENT: Julie Speer, Chuck Mehls, Denise Gunderson, and Dan Raebel. Absent /excused: Mary Louise Olson. OTHERS PRESENT: Sheriff Dennis Hillstead, Chief Deputy Ron Vokert, Captain of Patrol Robert Klanderman, Jail Captain Karen Humphrey. Adm. Assistant Mary Martell, District Attorney Eric Johnson, Judge Vlack and Judge Lundell. Meeting called to order at 8:30 a.m. Motion by Gunderson, second Mehls to approve the agenda, carried. Date of next meeting: March 7th, 8:30 a.m. Motion by Mehls; second Raebel to adopt the minutes of the January 9th meeting, carried. MEDICAL EXAMINER'S REPORT: Discussion of the activities of the Medical Examiner and three assistants. Bills of $2,756.17, were presented with One addition and one correction, as sent in by Cindy Litzell. Motion by Gunderson, second Mehls to approve the bills. Carried. DISTRICT ATTORNEY /VICTIM WITNESS: Bills of $2,129.69 were reviewed, Motion by Mehls, second Gunderson to approve. Carried. DA Johnson discussed the need for filling legal secretarial positions. There have been five openings in the last four years. Four persons going to private firms. The reason, for more pay. Since we are in negotiations no further discussion could be made. The DA has had one law enforcement training on January 28th, with a second one scheduled for February 11th, 2 -5 p.m. Drug enforcement has become a full time job. The new position will be filled by mid -March and is 100% federally funded. There have been several meth arrests and as of Feb. 1st, they would be charged as a misdemeanor. Representative Rhoades and Senator Harsdorf have authored a bill to make it a felony. Mehls stated the Tri County EMS need additional funding through traffic fines. DA Johnson said the costs can be more than the fine and he is unaware of any legislative pending for this type of refund. Discussion of the Judges coming under the umbrella of Public Protection. DA could not see any structural conflict. Speer consulted with Corp. Counsel Timmerman and he also could not see any conflict. Nothing in the statutes that would not allow it to happen. Sheriff Hillstead stated that there could be no operational conflict. UNFINISHED BUSINESS: 1. Vision, Dennis stated that at the Information Services meeting there was a discussion as to making a decision on the web browser system and a time line being established. This committee had a discussion on the need of a computer person in the Sheriff's Department. Maybe sharing the position with Computer Services on a temporary basis until the budget allows the full -time position in the Sheriff's Budget. 2. Public Safety Ordinance Update: Placed on hold as the State may be doing some revisions in the law. 3. Traffic Tickets Collection Update: The Sheriff's Department will be placing the card swipe machines in some of the patrol cars and the Clerk of Courts will cover the cost. A designated phone line has also been established in the Sheriff's Department and Clerk of Courts. Entry of delinquent tickets into the tax intercept program is ongoing. Judge Vlack joined this meeting at 9:55 a.m. to discuss the merger of the Judges, currently under the Finance Committee, to the Public Protection committee. He questioned what the advantage was and what the reasoning, or plans, of the Finance Committee to restructure. There was discussion about conflict of interest and a clear understanding with the separation of departments. Judge Lundell, joined this meeting at 10.20 a.m. and stated there was no problem with them being under the Public Protection Committee at budget time as some of their request tie in with the Clerk of Courts budget. He suggested possibly contacting other counties. Motion by Gunderson /Raebel to obtain clarification from the Finance Committee as to the purpose in merging the Judges and Clerk of Courts under the Public Protection Committee. Carried. SHERIFF'S REPORT: Hillstead reported that we currently have 3 fatalities for 2003. Progress continues with the architect on the schematics of the Huber building expansion. The next Huber Facility Building Committee meeting 02/14/03 at 9:00 a.m. Five interviews were conducted for the part -time jail nurse position - two will be selected. Met with the Towing Association, and will be dividing the county into sections and developing a set of minimum requirements to be on our rotation - the officer on the scene rotates the tow company to be used. Hillstead alerted the Committee of the possible problems with shift changes and how the tow companies have clearly been informed of this. Dispatch will no longer make the selection as presented in their resolution. CHIEF DEPUTY'S REPORT: Volkert attended the Wisconsin Sheriff and Deputy Sheriff Conference - he received information about the amber alert criteria being installed this year; Dane County will manage the system. We have applied to receive the computer program and equipment. JAIL CAPTAIN'S REPORT: Humphrey reported that she has two employees moving over to the Sheriff's Department and two new employees being hired. There was discussion about the current wage scale and job description for the deputy jailer - will look at this with Personnel. One employee has been called up for duty, which is voluntary at this time. Scott Moore was in yesterday, Feb. 5th, for inspection of the jail. BILLS & VOUCHERS: Motion by Mehls /Gunderson to approve the 2002 bills for the Jail, $63,378.09, carried. Motion by Raebel /Speer to approve the 2002 bills for the Sheriff, $5,117.68, carried. Motion by Mehls /Raebel to approve the 2003 bills for the Jail, $27,206.39, carried. Motion by Raebel /Gunderson to approve the 2003 bills for the Sheriff $78,421.88, carried. Revenues for the month of January were $74,428.71, of which 97% went into the General Fund or specialized accounts. Martell directed the Committee's attention to Revenues: Huber $12,941.81 and Electric Monitoring Revenue, $2,679.85, now being reported on our monthly report.
