Amendment to the Comprehensive Zoning Ordinance - Town of Stanton Public hearing opened at 6:07 PM. Hearing closed at 6:18 PM. 2. Amendment to the Comprehensive Zoning Ordinance - Town of Cylon Public hearing opened at 6:18 PM. Hearing closed at 6:29 PM. BUSINESS ITEMS 1. Amendment to the Comprehensive Zoning Ordinance - Section 20, Town 31N, Range 17W, Town of Stanton Grabau presented. Applicant is in audience for questions. MOTION: To recommend approval to the county board. Amendment to the Comprehensive Zoning Ordinance - Section 20, Town 31N, Range 16W, Town of Cylon Grabau presented. Berke asks about Sellent property dimensions. MOTION: To recommend to the county board. Update on Water Quality Study Group - Agnes Ring Chairperson Ring gives update. Supervisor Berke also updates. Related to this we are going to ask the county board to discuss extending the timeframe for the group. Director Denzer adds - extra 90 days will be needed. and committee cannot take action tonight due to not on agenda. Could this committee meet after the water study group meeting on May 23rd to act on a simple resolution recommending to the county board to add an additional 90 days? Consensus to hold a special meeting at 4:45PM on 5/23/2017. 4. Scope, Process, Timeline and Products for Comprehensive Zoning Ordinance Revision St. Croix County Community Development Director Denzer handed out scope of project. Interviewed MSA to do main zoning rewriting and EOR to write erosion and sediment control and stormwater management ordinance and signed with EOR on 3/14/17. Kickoff and meeting on 4/5/17. Doing thorough review of ordinances currently in place. MSA has provided us with 3 pieces of the contract. Using bluffline mitigation funding for this project. EnCode+ software will be utilized to review, revise and provide access to the public. Also stated that CDD hired John Hilgers as a Planner for Department. Berke asked about Tiny Houses as they relate to zoning and possible modification of ordinance. Berke and Denzer requested to address chickens and coops and various accoutrements to the zoning ordinance. Kickoff event will be soliciting input and questions. Hansen also asked about updates to the sign regulations. 5. Financial Reports RESULT: DISCUSSED 6. New Capital Improvement Requests Ring and Denzer presented. Ring touched on Bicycle and Pedestrian Plan - set aside money for capital improvements. Additional projects recommended for 2019-2022 and revised some dollar amounts for already proposed projects. Shelter with kitchen means a simple prep area and maybe water, not a full kitchen with appliances. Picnic area picnic shelter is different from group area shelter. Both are original to the park. Cross-country skiing equipment is an option dependent upon usage at Glen Hills County Park. New Property - Richards property- plans would be to provide the basics: parking area, restrooms, signage, and management plan for facilities and vegetation. Ring would like to see design guidelines on these projects. Hansen would like committee to discuss design standards prior to any work. The design of the new park structure at Glen Hills provided the basis for creation of a design manual with many cost-effective and low maintenance standards incorporated. Some money is budgeted to continue to develop design guidelines in the 2017-2018 CIP. Request to continue discussion on Capital Improvement Plan on the agenda next month. Ken Witt showed a list of requested items from the Community Development Department, Denzer described items on the list. (List was emailed by Witt to all committee members during the meeting) 7. Closed Session per Wis. Stat. § 19.85(1)(e) for the purpose of deliberating or negotiating the purchase of public properties due to competitive or bargaining reasons for acquisition of property along the St. Croix River 5 minute recess, resume at 6:38PM. Roll call vote. MOTION: To enter into closed session for the purpose of deliberating or negotiating the purchase of public properties due to competitive or bargaining reasons for acquisition of property along the St. Croix River. Tamara Wittmer, Dave Ostness, Grant Shirts, Ellen Denzer, Julie Peterson remained present for closed session. MOTION: To authorize the Community Development Department to negotiate a contract to purchase the Eckert property including a letter of retroactivity and other contingencies as identified by Corporation Counsel and the Community Development Department. ANNOUNCEMENTS AND CORRESPONDENCE Tomorrow and Saturday is County Clean Sweep - handout. Household Hazardous Waste collection. Some changes have been made to help with wait times; eliminated fees for batteries and bulbs, only collecting money for latex paint, more staff from collector (WRR) and lengthened hours of collection. All county board members should have received county recycling events update in county board mailboxes. Bookworm trail reads at Homestead Parklands on Perch Lake coming up once each month in summer. June 3 and 4th are Free Entry Weekend and Family Fun Day at St. Croix County Parks and WI State Parks and we could use volunteers. Hansen noted that the fishing contest is put on by the Sportsmans Alliance and Friends of Perch Lake. Coulter spoke of the Kickoff for Pepperfest in North Hudson from 5-9 PM May 21st.
