1. Resolution Supporting Grant Application for Snowmobile Trail Aids For Rehabilitation
Projects
Community Development Director Denzer presented. Both Hansen and Ring asked
questions-answered by Denzer
MOTION: To recommend this resolution to the County Board for approval.

2. Resolution Approving Grant Applications for Snowmobile Bridge Development
Denzer presented. Ring asks about funding sources and 2019 CIP.
MOTION: Recommend this resolution approving a grant application for
snowmobile bridge development.

3. 5286 : Moratorium on livestock siting discussion
Supervisor Ring gave background. Study group has been extended 3 months to formulate
recommendations for the board. At a recent County Board meeting, a supervisor
requested reconsideration of a moratorium on livestock siting. County Board Chair Roger
Larson referred the matter back to CDC for a recommendation. Hansen - moratorium
would bring attention to this issue, would like to keep moratorium as a tool in our tool
box. Larson - the way the Ground Water Study Group (GWSG) is going we can expect
good recommendations to the county board. Ring - I think the GWSG is working and I
don't want to pre-empt the process. No action taken, CDC will report at the next County
Board meeting.
4. Proposed Amendments to ATCP 51 Administrative Rule regarding Livestock Facility
Siting discuss possible public hearing comments
MOTION for staff to write a letter to DATCP regarding suggested rule changes and
for the chairperson to review and sign.

5. Review and discussion of proposed CDD Capital Improvement Projects 2019-2022
Hansen motion to postpone. Larson 2nd. Unanimous.
RESULT: POSTPONED Next: 7/26/2017 5:00 PM
6. Tower & Sign Ordinance Amendments Discussion
Denzer presented. Handouts of draft tower amendment and definitions Denzer answered
questions. Denzer recommended public hearing at July CDC meeting. Committee agreed.
Sign ordinance discussion regarding options for electronic signs, committee’s previsou
recommendation of option 4 from Attorney John Baker of Greene Espel, 4 options
presented in November 2016. Denzer asked to schedule a public information meeting to
get citizen and town input. Discussion.
Supervisor Hansen recommended postponing changes related to electronic signs until
additional committee members were present and appointed but moving forward with the
other sign ordinance changes in the interim. Committee members agreed with this plan.
July CDC meeting will include public hearing on the sign ordinance changes. Staff to
send out sign ordinance language with tracked changes and related definitions as soon as
possible. Recess: 6:47-6:55PM
7. Closed Session per Wis. Stat. § 19.85(1)(e) for the purpose of deliberating or negotiating
the purchase of public properties due to competitive or bargaining reasons for acquisition
of property along the St. Croix River

1. Financial Reports
Denzer related that we have sold 1300+ annual park passes so far this year.

REQUESTS FOR FUTURE AGENDA ITEMS
ANNOUNCEMENTS AND CORRESPONDENCE
Homestead Parklands - latest well test shows nitrates below acceptable drinking water standard.
We will still initiate some improvements that will help protect drinking water in the future. Most
of the well replacement work is done at Glen Hills Park. Denzer read a letter from the Phipps
Center for the Arts and Houlton Elementary thanking Ellen Denzer, Tamara Wittmer, Grant
Shirts and Dave Sanberg for their assistance with developing and incorporating the Houlton
Elementary/Phipps Center for the Arts Art Bench Project into the St. Croix River Crossing Loop
Trail Trailhead. Denzer handed out a brochure on the Water Tour from Discovery Farms for June
22nd. Agnes requested staff provide invitation to GWSG. New Senior Planner John Hilgers
introduced himself.
