PUBLIC COMMENT
John Kraft talked about Twin Lakes in the Town of Warren
Kim Dupre, Town of Emerald, talked about Clean Water Forum held last week.
Don Schumacher, Chairman Town of Rush River, talked about the rezoning request in the Town
of Rush River.
Brian Lovdahl, Western Wisconsin Health Chief Financial Officer, spoke about the rezoning
request for the Town of Rush River.
PUBLIC HEARINGS
Request for Rezoning - Town of Rush River
Grabau presented the staff report. Hearing opened at 5:10 PM; Closed at 6:18 PM.
Request for Rezoning - Town of Stanton
Dick Hesselink, Chairman Town of Stanton, would like to clean up this property with
regards to zoning. Hearing opened at 6:21 PM; closed at 6:30 PM.
Resolution to adopt amendments to the comprehensive plan and future land use map
Hearing opened at 6:35 PM.
Carolyn Barrett, Town of St. Joseph, Thanked John Hilgers for his work on this project
and would like to recommend some of the town's changes get put into the new County
Comprehensive Plan.
Judy Kadidlo, Old Mill Road in Burkhardt, is concerned about the property being zoned
commercial (#27 on map). This was a mistake in 1970, would like to change to
public/semi-public area. Hilgers replied with regard to the county future land use map.
Hearing closed 6:50 PM.
BUSINESS ITEMS
1. Amendment to the Comprehensive Zoning Ordinance - Town of Rush River
Grabau presented. Denzer, Grabau, and Cox addressed questions from the Committee.
Brent Wernlund, Edina Realty representing JSK Family Trust and Bob Peplin, Sambatek
Engineering, presented for the applicants and biogas developers. They addressed
questions from the Committee. Supervisor Hesselink asked Director Denzer about
Nutrient Management Plan requirements and if this digester would help with those acres
necessary for application of waste. Denzer asked about information related to nitrogen
and phosphorus after treatment by the digester.
Brian Lovdel, Baldwin Area Medical Center (Western Wisconsin Health) representative.
Questioned the location.
Don Schumacher, Town of Rush River Chairman, stated that the town is not opposed to
the rezoning, the town is opposed to the facility. Digester is a good idea but not in this
location. The Town can hold a meeting and invite area residents and businesses. The
Town can, within 10 days of this hearing, issue a notice of disapproval to the county
based on a vote of the Town Board. Supervisor Coulter advises the Town to call a special
town board meeting so they can issue the notice within 10 days of tonight. Chairman
Hansen recommended the Community Development Committee postpone action for one
month to give the Town of Rush River time to review and possibly change their
recommendation to this committee. Bob Peplin reminded the Committee members that
there will be another public meeting held by the Board of Adjustment during the
conditional use permit phase.
Berke moves to not take action tonight. Seconded Moothedan.

2. Amendment to the Comprehensive Zoning Ordinance - Town of Stanton
Grabau presented. Committee is the agent due to error in zoning on this specific property.
Motion to adopt staff recommendation.

3. Request for Rezoning - Town of Forest
Hilgers presented. Motion to recommend rezoning as presented.

4. Ordinance to Adopt Amendments to the St. Croix County Comprehensive Plan and
Future Land Use Map
Hilgers presented. Town of St. Joseph, Town of Stanton, Town of Baldwin. Supervisor
Berke asked about Institutional. Supervisor Matter asked about potential commercial
areas.
Amendment from Town of St. Joseph needs to come in to the committee at a future time.
Hesselink - use will not change. Per Corporation Counsel this is an ordinance not a
resolution. Barrett took podium - stated that town will be back with more changes to map
in 2018. Motion to recommend ordinance amendment to county board as presented.

INFO/DISCUSSION ITEMS
1. Discussion on Implications of Recent Legislation AB479 and SB387
Supervisor Hansen and Director Denzer discussed with committee. Homeowner's Bill of
Rights. This committee and the County Board of Supervisors did adopt resolutions
opposing these bills. Corporation Counsel Cox addressed implications of these laws on
St. Croix County. Berke asked Cox to call the governor with information. We would like
to know what we can do in terms of zoning to have a better outcome.
2. Financial Report
Supervisor Berke asked status of filling open positions. Denzer provided.

3. CDD's initial analysis of the staffing and other costs associated with implementation of
the Ground and Surface Water Study Group’s Key Recommendations
Supervisor Roy Sjoberg joined table. Chairman Hansen and Director Denzer addressed
this topic. Denzer met with HHS Director Fred Johnson and Deb Lindemann. Health and
Human Services (HHS) board will review in December or January. Chairs may want to
discuss a joint meeting. Denzer encouraged committee members to review and discuss
further next month. Denzer handed out copies of a report, Community Development
Department Time and Cost Estimate to Implement the Ground and Surface Water Quality
Study Group Core Recommendations, which was put together by CDD staff with input
from HHS.. Committee and Supervisor Sjoberg discussed handout with Director Denzer.
Neil Koch, Dunn County retired hydrogeologist, offered to help surrounding counties
with recharge map, CDD staff will contact him to discuss. Hesselink asked about Farm
Service Agency/Natural Resource Conservation Service resources he will contact them
regarding access to data. Committee members requested staff begin moving forward with
developing a response protocol. Further discussion at December meeting.
