MINUTES APPROVAL Community Development Committee – Regular Meeting – December 21, 2017 5:00 PM Coulter - item 3 on the December minutes - Abstained on that item. RESULT: ACCEPTED AS AMENDED PUBLIC COMMENT Tom Spaniol, Town of St. Joseph Chairman, 747 Westshore Dr., Somerset, WI, Spoke in support of resolution for County TAP grant application. Kevin Kadidlo, Old Mill Road Burkhardt WI. in opposition to rezoning request for Willow River Saloon without significant noise mitigation solutions. PUBLIC HEARINGS ORDINANCE AMENDING THE COMPREHENSIVE ZONING ORDINANCE, CHAPTER 17.72; SECTION 3, TOWN 29N, RANGE 19W, TOWN OF ST. JOSEPH Hearing opened at 5:08PM. Tom Spaniol, Town Board Chairman of Town of St. Joseph, this was unanimously approved by town board. Judy Kadidlo, 611 Old Mill Road, Burkhardt. Concern about using this property for storage of vehicles. Closed hearing at 5:28PM RESULT: CLOSED BUSINESS ITEMS 1. ORDINANCE AMENDING THE COMPREHENSIVE ZONING ORDINANCE, CHAPTER 17.72; SECTION 3, TOWN 29N, RANGE 19W, TOWN OF ST. JOSEPH Grabau presented staff report. Denzer gave clarification to questions from the committee. MOTION to accept staff recommendation. Chris Kath owner of Willow River Saloon talked about every event needs to be approved by Town Board. Resolution of Support for TAP Grant Application for St. Croix County Hilgers gave presentation. Falls within the 2018-2022 cycle. Construction would not be until 2021 or 2022. Coulter thanked Hilgers for putting maps in packet. Who is in charge of maintenance of these paths? Denzer read an email received on 1/17/18 from Susan Heuiser and handed out copies to all committee members. Financial Report Hansen asked about Extension Budget. Ken Witt stated that this was additional revenue. RESULT: DISCUSSED 2. Solid Waste & Recycling Program and draft Plan Update - Megen Hines Recycling Specialist Megen Hines presented. Hines handed out copies of the Wasteline Newsletter and Recycling Bin brochure. Hines presented powerpoint synopsis of 2017 events. 3. Discussion regarding UW-Extension Family Living Program responsibilities, including Drug Court and Family Care Services Bruder spoke with committee on open position beginning 2/1/18 with the retirement of Joan Sprain. May be called the Human Development and Relationships Educator. Open to needs assessment if county would like. Committee encouraged Bruder to reach out to Jail, Judge Waterman, and Mike O'Keefe for input on new staff. State has approved commercial horticulture position for hiring. Berke announced Joan's retirement event at the Ag Center on January 26th from 2-4PM 4. Discussion of Ground and Surface Water Recommendations Denzer and Budrow reported on attending the HHS Board meeting. Exploring partnerships with towns, villages, and cities. Putting together a wider group of people to discuss the needs. Coulter would like prioritizing based upon ease of implementation and focus on public education and outreach. Berke asked to look for funding or programs through extension, DNR, or others; be as proactive as possible. Denzer - continue to try to get information from Public Health, cost-benefit analysis, look at emergency response protocol, possibly add resources. Look at some elements as part of the comprehensive ordinance. Budrow gave update on baseline water quality analysis. USFWS to discuss groundwater monitoring, Sportman's alliance part of that, partnering with these folks. REQUESTS FOR FUTURE AGENDA ITEMS ANNOUNCEMENTS AND CORRESPONDENCE Denzer provided committee schedules regarding update and adoption for the Outdoor Recreation Plan; also provided committee with copies of the Outdoor Recreation Plan survey. Survey was mailed to St. Croix and surrounding County residents; sent to 1900 households - a return rate of 530 surveys would provide +/- 5% accuracy. The Land and Water Resource Management Plan rewrite is going well, we will need a special committee meeting in March to take action on the plan prior to sending to DATCP for review. Staff will send out an email confirming a quorum for additional meeting date prior to next meeting. 1. Joan Sprain Retirement 2. ODRP schedule 3.
