MINUTES APPROVAL 1. Community Development Committee – Regular Meeting – February 15, 2018 5:00 PM RESULT: ACCEPTED PUBLIC COMMENT None. PUBLIC HEARINGS Solid Waste and Recycling Management Plan Hearing open at 5:02PM. Hines presented brief overview and four changes that came from the hauler and public information meetings. Public Information meeting in late February had low attendance possibly due to poor weather conditions. Hearing closed at 5:06PM BUSINESS ITEMS 1. Solid Waste and Recycling Management Plan Hines presented information. Changes are reflected in the packet materials. MOTION: To recommend the plan as reflected in this presentation to the full county board. RESULT: RECOMMENDED [UNANIMOUS] MOVER: Jill Ann Berke, Vice chair SECONDER: Tom Coulter, Supervisor AYES: Daniel Hansen, Jill Ann Berke, Tom Coulter, Chris Matter, Tammy Moothedan, Dick Hesselink 2. UW Extension Update on Horticulture Position Bruder presented. The Commercial Horticulture position has been posted and applicants have been screened. April 3rd interviews will be held. Seven applicants narrowed to three. Hanson asked about fallback if these three do not take the position. Family educator position open with retirement of Joan Sprain. Could these two be combined or fit with other needs in area 5 or the region? 3. Seasonal Parks Staffing - Groundskeeper Position Denzer presented. Administrator Thompson has given temporary approval for the groundskeeper position to be recruited for. MOTION: To recommend to the administration commi ttee to add this position to the Community Development Department RESULT: RECOMMENDED [UNANIMOUS] MOVER: Tom Coulter, Supervisor SECONDER: Chris Matter, Supervisor AYES: Daniel Hansen, Jill Ann Berke, Tom Coulter, Chris Matter, Tammy Moothedan, Dick Hesselink 4. Outdoor Recreation Planning & Staffing - Update A revised schedule for the Outdoor Recreation Plan Update was handed out. Hilgers reviewed the schedule. The department has engaged the public in a survey through UW River Falls. 1900 surveys sent about 422 surveys have been returned which will be summarized and data should be available to report at the May CDC meeting. Berke asked if emails were included with possible ways to respond. July 3rd the Land and Water Management Plan will also be at county board. Denzer introduced Aaron Mason, Interim Park Supervisor. Mason also spoke on his behalf. 5. Bicycle & Pedestrian Trails Signage Update Budrow presented on the Capital Improvement Plan and the Bicycle and Pedestrian Plan. The route number will be inside of the county outline on the lower portion. The cost per sign is approximately $20. Budrow is requesting a total of $10,000 of the CIP dollars to include striping and painting and the $125 per sign for installation. Department is looking for support of the $10K from this committee and then transportation committee. Coulter would like to know the routes- department will bring back to meeting in two weeks for this committee. REQUESTS FOR FUTURE AGENDA ITEMS Report from UW Extension on Commercial Horticulture position. ANNOUNCEMENTS AND CORRESPONDENCE Alliance had a stellar banquet 130 people present. CDC staff did a great job. DATE OF NEXT MEETING: APRIL 19, 2018 March 29th special meeting for Land and Water Management Plan for recommendation. April meeting will only be to select chair and vice chair after election and organizational meeting. ADJOURN
