MEMBERS PRESENT: Julie Speer, Mary Louise Olson, Chuck
Mehls, Denise Gunderson and Dan Raebel.
STAFF PRESENT: Sheriff Dennis Hillstead, Jail Captain Karen
Humphrey, Chief Deputy Ron Volkert, District Attorney Eric
Johnson, Child Support Administrator Katy Kapaun, Personnel
Director Debra Kathan, Staff Supervisor Casey Swetlik and
Renee Carufel.
Meeting called to order at 8:30 a.m. Motion by
Olson /Gunderson to approve the agenda. Carried. Date of
the next meeting will be May 8 June meeting will be June
10 at 8:30 a.m.
Motion to approve the minutes of March 7 th by
Gunderson /Raebel. Carried.
In the February 2003 minutes under Bills and Vouchers add
the word "remaining 2002 bills ". Motion to make this
correction by Raebel /Gunderson. Carried.
MEDICAL EXAMINER Presented the bill for March for an
autopsy of $1740. Motion by Gunderson to approve with a
second by Speer. Carried. Discussion was held of the
Medical Examiner's hours.
CHILD SUPPORT REPORT Kapaun presented her expenses for the
month of March. Reported on the response of the 4 -D cases.
She has had favorable responses back from the high schools
wanting to learn about child support services. She has
updated the web site with a hot link so clients can go to
the internet to see the history of payments made, how the
orders are set and other information that supportive
parents need to know. Kapaun requested an authorization to
exceed the County hotel rates. Mehls /Gunderson made the
motion to exceed the hotel rate for the fall conference in
Green Bay.
Kapaun reported Child Support has collected $731,682
through tax intercept. There is an increasing number of
mothers that are the child support payers. She asked the
committee if there is anything special her department
should be doing for the budget for 2004. There was
discussion on budget problems. She will present a budget
status each month in the future.
DISTRICT ATTORNEY'S REPORT Johnson introduced Jessica
Dahlberg, who interned in the Victim Witness office, and is
now hired as a receptionist in the District Attorney's
office. Presented the bills of $1438.26, motion for
approval by Raebel / Mehls. Carried. Reported all the
assistants have to take off 3 days as unpaid leave by July
1 St due to State budget cuts. Olson would like to know how
many charges and convictions the District Attorney's office
processes. Johnson said he would be happy to give her that
information anytime she calls his office. The office
remodeling is 2/3 finished. The drug grant might be in
place by May. Speer read a letter from Ann Gustafson,
Victim /Witness Coordinator, reporting on a check the
department received in the amount of $34,196.57 as
reimbursement for the cost of the program from the State of
Wisconsin. This represents a 62% reimbursement from
October 1 through December 21,2002.
BILLS & VOUCHERS Speer wants a report on how the Jail and
Sheriff's Department is doing budget -wise. Jail bills
presented were $77,249.62. Discussion was held if it would
be possible to save any money on meals for the inmates.
Motion by Mehls /Gunderson to approve the Jail bills as
presented. Carried. The Sheriff's bills of $260,797.74
were presented and discussed. Motion by Gunderson / Raebel
to approve the Sheriff's bills for March. Carried. 99% of
the revenues went into the general fund or specialized
accounts in the amount of $101,700.06.
VISIONS Information Services will not have this on their
agenda anymore. LaCrosse still has not worked out all the
bugs from this system. Martell talked to Visions on April
4th and will receive another upgrade. Discussion on
purchasing our own web browser system.
PUBLIC SAFELY ORDINANCE Raebel reported he has talked to
the County Sanitarian, Lori Diaby- Gassama. She stated she
has been very welcomed into Somerset to help the
campgrounds and concert locations with public safety
concerns. This will be on the agenda for May.
TRAFFIC TICKETS Mehls reported on some positive things
about the traffic collections. The tax intercept program
opened up on April 8 and the County received 53 entries in
one day. Previous to this date the system was locked down.
The Wells Fargo proposal for an ATM machine was a $5000
set -up fee with a $2500 lease per month. Tranax offered a
machine with a purchase price of $4995 or a lease at $115
per month (option to own after 4 years) and a $2000 initial
load cost. The Committee decided to give this information
to Chuck Whiting, Administrative Coordinator, to decide
which committee should approve this machine.
JOB DESCRIPTIONS FOR CORRECTIONS OFFICERS: Deb Kathan
reported we have had a high turn over of jailers. We need
to recruit people into the jail and also people who have
interest in long -term jail employment. Some vocational
schools are now offering a two -year course in a criminal
correction degree program. The difference between a
correction officer 1 and correction officer 2 being;
Correction officer 1 has no state certified training and
Correction officer 2 has state certified training. Wage
grids were explained. Kathan is encouraged from the new
degree program and think the County will benefit from these
graduates. This will be a select group for corrections.
We can't make immediate changes because the county and
union are in arbitration at the present time.
HUBER FACILITY COMMITTEE REPORT: Gunderson reported bids
are due by May 6" and committees will review on May Stn
Some changes have been made in design and equipment to save
money. Everything is on schedule.
TICKETING PARKED CARS, TOWN OF HUDSON Speer reported there
is overload parking available for the Soccer field and the
public should be made aware of this.
Sheriff reported it is not wise to have a contract to
patrol 1% mile of road in the Town of Hudson. Town
constables can issue parking tickets if the townships have
the proper ordinance.
COMMUNICATION VAN Mehls presented a letter he received
from the City of River Falls Chief of Police, Roger Leque,
as an expression of gratitude to St Croix County for the
use of the mobile command center and staff members Steve
Bahneman and Casey Swetlik during a recent suicidal
incident.
Sheriff reported the drug task force has been extremely
active. He also reported on burglaries in Somerset and
stated they caught the juveniles that were exploding mail
boxes. There is seven traffic fatalities to date.
Hillstead reported on the dead animal incident in the Town
of Cady. The Humane officer is attempting to correct the
situation.
Hillstead informed the committee the department needs two
video cameras for $499.99, one would be for the Humane
Officer and the other one to keep in the office. The
investigator working on identity fraud and child porn
needs a laptop for $1883.58 which includes the software
needed. The money for these items should come from the
Confiscated Drug fund. Some less lethal ammo and new ERU
uniform patches for $782.81 is needed with the amounts to
come from the Polk /St. Croix Drug fund. Terrorist education
is also included in this figure. Motion by Mehls /Speer to
approve these expenses from the appropriate funds.
Hillstead reported we have a pregnant inmate that will
probably deliver her baby while in jail. The County will
have to pay the cost of the delivery.
OFFICE MANAGER REPORT Martell reported we are receiving
final bids on an electronic file system. This electronic
system brings the files to you. It will save 2/3 of the
office space that we are using right now. The office
handles about 11,000 files in one year. Capital outlay has
some money set aside for this system.
CLERK OF COURT & JUDGES MERGER: This will be discussed at
the Finance Committee meeting on April 10 Administration
coordinator responsibilities were discussed as to more
department heads that might be placed under his authority.
