Community Development Committee – Special Meeting – May 3, 2018 4:30 PM RESULT: ACCEPTED PUBLIC COMMENT None PUBLIC HEARINGS None BUSINESS ITEMS 1. Update - Outdoor Recreation Plan and Process Senior Planner John Hilgers explained that the County updates the Outdoor Recreation (ODR) Plan to remain eligible for Wisconsin Department of Natural Resources (DNR) and other agency grant funding and to incorporate local municipal outdoor recreation plans so those communities also remain eligible for DNR grant funding. The first St. Croix County ODR plan was created in 1970; the most recent in 2013. The plan includes goals, objectives and policies with action plans for every county park/recreation facility. The draft goals, objectives and policies have very little change from the 2013 plan. The draft plan emphasizes outreach to increase awareness and usage of county parks/recreation areas and improve feedback from visitors; service improvements; facility upgrades and master plans for the largest parks. The draft plan also includes the 5 recently purchased/about to purchase park properties: Joyce Trust, Richards, Orf, Eckert, and Waldroff. The schedule for review and adoption will include a public information meeting in June/July, public hearing with CDC in July/August and County Board action in August/September. 2. Discussion on Bicycle Trail Signage Denzer and Budrow summarized the actions of the previous CDC at the March 29th meeting. The Transportation Committee will discuss bicycle signage for wayfinding on the two proposed routes at its May 21st meeting. Coulter reported he met with Town of Hudson Chair Jeff Johnson regarding signage on McCutcheon Road and 100th Avenue and the Town is not supportive of signing those roads for bicycle usage. 3. Review and Q&A - Comprehensive Zoning Ordinance Update Senior Planner John Hilgers answered questions regarding the update to the comprehensive zoning ordinance, Chapter 17, including public input, minimum lot sizes, additional districts, land uses and windmills. The ordinance update will only affect those town that chose to remain under county zoning. All towns were invited to participate regardless of whether they have county, town or no zoning. Chair Hansen encouraged committee members to invite and bring town representatives and citizens to the meetings. Next public input meeting will be in September. Meeting information, comments, public input and drafts can be reviewed on the county’s website. The process will take over two years with a public hearing held in early 2019. 4. Review and Q&A - Solid Waste Management Plan The Solid Waste & Recycling Management Plan will be on the County Board agenda for action. Community Development Committee took action to recommend approval in March. Denzer answered questions from Committee members. The plan has goals, objectives and policies affecting solid waste and recycling county-wide but some aspects apply only to member municipalities of the County’s Responsible Unit (RU). The RU’s were set up in the early 1990’s; it was each County municipality’s choice to create their own RU or join the County’s. Municipalities who are not members of the County RU may choose to join the County’s RU at any time with County Board approval. The goals, objectives and policies are very similar to those adopted as part of the County Comprehensive Plan in 2012. The plan is adopted as an element of the County Plan. 5. Review and Q&A - Land and Water Resource Management Plan The Land and Water Resource Management Draft Plan was approved by the CDC at the March 29th meeting. It was then sent to Department of Ag Trade and Consumer Protection (DATCP) and Department of Natural Resources (DNR) for review and comment; we have received initial comments and are awaiting final comments. Denzer. Explained that the Plan must be updated every 10 years and reviewed every 5 years. The Plan will be reviewed by the DATCP Board in August, the Community Development Committee will hold a public hearing in July and be considered for adoption by the County Board in September. The Plan guides county land and water conservation activities and maintains county eligibility for stormwater and resource management grant funding. REQUESTS FOR FUTURE AGENDA ITEMS Coulter requested discussion of county wastewater treatment in Hammond, Roberts, Hudson and other communities and the possibility of the County facilitating community collaboration. Chair Hansen stated he has looked into this issue and feels it is a municipal issue that the county does not have a clear role in so he is hesitant to put it on agenda. Discussion. Suggestion to have DNR Regional Director Dan Baumann attend a meeting to provide information. Suggestion to research a study that was done in the early 2000s regarding regional wastewater treatment. Denzer will check into Community Development files for reports. ANNOUNCEMENTS AND CORRESPONDENCE County Operations Manager Ken Witt handed out new ERP financial statement for departments reporting to the Community Development Committee and discussed format and possible changes. Denzer reminded everyone that the Household Hazardous Waste Clean Sweep collection event would be held the next day the County Highway Shop on USH 12. Denzer reminded everyone the Bike & Pedestrian Plan annual coordination meeting will be Wednesday, May 30th 6:30-8:30 pm, in Baldwin. A notice of possible CDC quorum will be sent out. 1.
