Rezoning Request - Town of Kinnickinnic - Bloch
Grabau presented. Hearing opened at 5:05 PM. Applicant Peter Bloch spoke and
answered questions from the Committee. Hearing closed at 5:23 PM.
BUSINESS ITEMS
1. Rezoning Request: Town of Kinnickinnic - Bloch
Presented by Grabau. MOTION: To recommend to the county board for approval
as presented by staff.
RESULT: RECOMMENDED [UNANIMOUS]

2. Resolution to Provide Mitigation Funding to the Town of St. Joseph for Waldroff
Land Acquisition Adjacent to Homestead Parklands on Perch Lake
Ellen Denzer presented. Denzer credited Tamara Wittmer with completing grant
applications for the County and the Town of St. Joseph.
MOTION: To recommend approval to the Administration Committee to provide
this additional funding to the Town of St. Joseph in exchange for 40 acres of the
Waldroff property purchase to be added to Homestead Parklands on Perch Lake.
RESULT: RECOMMENDED [UNANIMOUS]

Supervisors for approval as presented.

4. Financial Loan to the Town of St. Joseph for Waldroff Land Purchase
MOTION: To recommend to the Administration Committee that St. Croix County
give a short-term loan to the Town of St. Joseph in the amount of $508,000 plus a
minimal interest rate (up to 2%) for the purchase of the Waldroff property.
RESULT: RECOMMENDED [UNANIMOUS]

5. Financial Reports for May 2018
Ken Witt presented Community Development Department and affiliated areas financial
reports as of May 2018.
REQUESTS FOR FUTURE AGENDA ITEMS
ANNOUNCEMENTS AND CORRESPONDENCE
Ellen Denzer handed out a Workshop on the Water flier and invited all committee members,
county board members and District 13 representatives to attend. St. Croix County is excited to
accept the Stewardship Grant for $800,000 for the Eckert property purchase (Closing within 2
weeks). A joint meeting with Health and Human Services to discuss Ground and Surface Water is
scheduled for August 8th at 5PM (the beginning of the HHS regular meeting).

DATE OF NEXT MEETING:
Due to the County Fair and County Employee and Family Picnic scheduled for July 19th, the next
regular meeting of the Community Development Committee will be held Wednesday July 25,
2018 at noon following the Committee of the Whole Meeting in the County Board Room.
