Community Development Committee Regular Meeting July 25, 2018 12:00 PM RESULT: ACCEPTED PUBLIC COMMENT none. PUBLIC HEARINGS BUSINESS ITEMS 1. Update on UW Extension Staffing and Programming Bruder reported on staffing updates for St. Croix County and surrounding areas for regional model. There will be a 1.0 FTE for Family Living - posting going up soon, hope to be filled by end of 2018. Oct 1 Eric Biltonen will be serving Polk and St. Croix. A Regional position will be hired for Horticulture, Diana Alfuth will serve Pierce and St. Croix and a new 1.0 FTE will serve Eau Claire, Chippewa, Polk, etc. 4H Coordinators will be hired for Polk & St. Croix counties. This will reduce 4H responsibilities for the Youth Specialists so they can focus further on youth development. 2. Town of Hudson CSM 21-5275 Lot 1 Rezoning 3.581 acres from Commercial to Commercial/Light Industrial Hilgers presented. MOTION to recommend to the County Board as presented. Contingency Fund Request to fund Ground & Surface Water Quality Study Report Recommendation(s) Hansen introduced topic. Denzer explained that the report was presented at a joint meeting of the Community Development and Health and Human Services committees on August 8, 2018. She summarized the key points in the report for CDC members who were not able to attend the August 8 meeting. The joint committees expressed support for all the short -term/immediate recommendations on page 6 of the Prioritized Recommendations except the last one which has a cost estimate of $75,000-$150,000. The first recommendation is funded. The reclassification of an existing staff position has about 80% funding and the three of the activities would be completed by county staff if the reclassified position is approved. At the joint meeting, County Administrator Patrick Thompson suggested funding the three other short-term recommendations, Baseline Water Quality Analysis Testing, Nitrate Source Analysis Testing and possibly the EVAAL (Erosion Vulnerability Assessment for Agricultural Lands) Study of the Kinnickinnic Watershed, from the remaining contingency fund allocation that was designated in 2017 for the Water Quality Study Group. Discussion. MOTION to recommend to the Administration Committee that the remaining funds in the contingency fund allocation of $50,000 for the Ground and Surface Water Study Group be made available to fund three of the Short Term/Immediate Recommendations: Baseline Water Quality Analysis Testing, Nitrate Source Analysis Testing and possibly the EVAAL Study of the Kinnickinnic Watershed. Resolution to Adopt the St. Croix County 2018-2028 Land & Water Resource Management Plan Denzer presented. Public Hearing held last month. State Land & Water Resource Board presentation August 7, 2018. MOTION to recommend approval to the County Board. RESULT: RECOMMENDED \[UNANIMOUS\] MOVER: Tom Coulter, Supervisor SECONDER: Judy Achterhof, Vice Chair AYES: Ed Schachtner, Tom Coulter, Daniel Hansen, Judy Achterhof, Dick Hesselink EXCUSED: District 13 5. Capital Improvement Plan & 2019 Budget Review Denzer presented. Projects include parking lot improvements and maintenance at Bass Lake Boat landing. The project to construct a North-South bridge over Beaver Creek at Glen Hills Park was contingent on receiving grant funding, which CDD did not receive; the project will be reevaluated for funding opportunities and postponed. Denzer requested committee members provide input on which capital improvement projects they feel are a priority. Achterhof --camping cabins at Glen Hills and signage to Glen Hills on I-94 Coulter -- reservations about an entrance station at Homestead Park, as has not seen it crowded. Feels improvement plans should focus on the new park on the St. Croix River. Does support camping cabins at Glen Hills. Schachtner - supports camping cabins, they will produce revenue as the ones at Somerset area campgrounds are popular and utilized first. Hansen - feels attendance is growing at Homestead but the entrance station price is too high, should pare back the project. , #1 priority is to finish the loop trail from Houlton to Willow River State Park Hansen also feels camping cabins at Glen Hills are high priority and remodeling the old group area into an RV campground, which should recoup funding quickly. Denzer will provide additional data on the Homestead Park entrance station and the other 2019-2020 proposed projects. Next month's agenda will include review of operating budgets for 2019. 6. Financial Report for July 2018 Finance Director Ken Witt presented. REQUESTS FOR FUTURE AGENDA ITEMS Coulter - Discuss accepting anonymous complaints. Denzer requested Corporation Counsel be present for that discussion. ANNOUNCEMENTS AND CORRESPONDENCE Pepperfest starts Friday night.
