Town of Rush River.
Kim Dupre - formerly of Emerald Township currently resides near Marine on St. Croix, MN,
comments on Sept. 11, 2018 Manure Spill - Town of Rush River.
Jill Berke - Town of Troy resident, comments on Sept. 11, 2018 Manure Spill - Town of Rush
River.
PUBLIC HEARINGS
Request for Setback Reduction - Town of St. Joseph
Hearing opened at 5:16 PM. Hearing closed at 5:26 PM
Consider Adoption of St. Croix County Outdoor Recreation Plan
Hearing opened at 5:26 PM. Virginia Drath - are beaches closed because of e-coli and
are citizens notified? Community Development Department (CDD) Director Ellen Denzer
replied - SCC Public Health tests beach water quality and makes decision to close a
beach. Results are posted on their website and sent to media. Sign posted stating beach
is closed.
Achterhof asked how often is testing? Denzer stated several times a summer, not sure
would need to contact Public Health, probably depends on temperature.
Jill Berke - Continue with good work on bike and pedestrian trails, be proactive about
grants, partner with towns, cities, and villages. Plan is very good.
Maggie Hall, Hudson Town resident and seasonal employee at Homestead Parklands for
six years. Minnesota license plates at the park are increasing, there are more Minnesota
people at the park on weekends than Wisconsin people. Suggest county parks charge in-
state and out-of-state entrance rates.

BUSINESS ITEMS
1. Setback Reduction - Lewis - Town of St. Joseph
Grabau presented staff report. The Town of St. Joseph did recommend approval of the
setback reduction. MOTION to Approve the setback reduction as presented by
staff with one condition as stated in staff report.
RESULT: ADOPTED \[UNANIMOUS\]

2. Outdoor Recreation Plan review and public input
Hilgers presented plan overview PowerPoint. CDC action on resolution in October or
November, County Board action in November or December.
Coulter asked for more information in the plan on increasing revenue, comparison of
facility revenue, return on investment for new facilities identified in Glen Hills Master
Plan, cost/benefit analysis.
RESULT: DISCUSSED
3. Sept. 11, 2018 Manure Spill - Town of Rush River
Denzer provided public information regarding the manure spill.
4. Financial Report for August 2018
Interim Finance Director Ken Witt presented report.
5. Review of 2019 Budget Request
5 minutes recess. Witt reviewed Register, of Deeds, UW-Extension, Fair Board,
Economic Development and Community Development budgets.
REQUESTS FOR FUTURE AGENDA ITEMS
Coulter - Would like more information on the amount of time to process a permit in Community
Development. There is currently an open records request from another county board member
relating to this.
Achterhof- further updates on the Rush River manure spill.
ANNOUNCEMENTS AND CORRESPONDENCE
St. Croix County Clean Sweep on Sept. 28th at the St. Croix County Highway Shop on Hwy 12
from 11am - 6pm.
