BUSINESS ITEMS
1. Rezoning Request - Town of Star Prairie - Klucas
St. Croix County Zoning Administrator Kevin Grabau presented the staff report. The Town
of Somerset recommendation for approval was received by Mr. Grabau this morning,
10/18/18.

2. Review of Supervisor Nordstrand's Open Records Request Regarding Pending Land
Use Applications and Complaints in Community Development
Chairman Hansen spoke about the job of the county board supervisor and the job of the
administrative staff of the county. The business of the committee is not to do an audit of
the department. Drawing conclusions from this request will not be talked about at the
meetings. However, we can discuss policies governing the Community Development
Department (CDD). Supervisor Achterhof spoke about the open records request.
Supervisor Coulter spoke about the open records request - not all emails were included
in the agenda packet; he was copied on more. County Administrator Patrick Thompson
spoke of a verbal request from Supervisor Coulter to the Administrator asking for the
activity of the CDD. Thompson asked for the request in writing. Multiple clarifications of
the open records request were made. Administrator Thompson is using this as a learning
experience to try to improve the overall process. Thompson spoke to the request for a
spreadsheet tracking Land Use activities - no spreadsheet existed. Supervisor Schachtner
spoke about according to the open records law a new record should not be created to
fulfill a records request. Cox spoke to the creation of a new record that it is not unlawful
but it is not necessary. Director Ellen Denzer handed out a St. Croix County Community
Development Land Use Division Application Process Timeframes and stated that the
applications with deadlines are the priority and primary focus of the operation of the
division. Denzer also handed out a CDD Land Use Division Activities with data from 2011
to 2017 in table and graph formats. Denzer stated Land Use Permits, Certified Survey
Maps and Sanitary Permits have increased especially in 2016 and 2017. This is good for
the county as these permits represent economic growth. However, continued increases
mean additional Land Use division staff will be needed to continue to meet these
deadlines.
3. Financial Report for September 2018
County Administrator Patrick Thompson spoke regarding the financial report content
and layout. Chairman Hansen asked about parks revenue.

ANNOUNCEMENTS AND CORRESPONDENCE
Community Development Director Ellen Denzer announced that a public open house for the
Comprehensive Zoning Ordinance Revision would be held December 6, 2018 in the County
Board Room, Government Center.

Tuesday, October 23rd for the work session on the zoning ordinance. Regular Committee
meeting on November 15, 2018 at 5:00 PM.
