Trails Handout 2. City of Hudson 3. Community Health Needs Assessment PUBLIC HEARINGS 1. Rezoning Request - Town of Kinnickinnic-Williams Hearing opened at 5:35 PM. Dick Pearson, resident, spoke in opposition. Grabau handed out an email from The Tavern League of WI to the committee members. Hearing closed at 5:51 PM BUSINESS ITEMS 1. Ordinance Amending the Comprehensive Zoning Ordinance, Chapter 17.72; Section 21, Town28N, Range 18W, Town of Kinnickinnic Zoning Administrator Kevin Grabau gave the staff report. MOTION to Recommend the approval of the rezoning request for Williams property in the Town of Kinnickinnic as presented by staff to the County Board of Supervisors. RESULT: RECOMMENDED \[UNANIMOUS\] MOVER: Judy Achterhof, Vice Chair SECONDER: Tom Coulter, Supervisor AYES: Ed Schachtner, Tom Coulter, Daniel Hansen, Judy Achterhof, Dick Hesselink 2. Resolution Supporting Lake Protection Grant for St. Croix River Watershed for TMDL Implementation Denzer explained the grant resolution's purpose to the committee. MOTION To recommend approval of this resolution to the County Board of Supervisors. RESULT: RECOMMENDED \[UNANIMOUS\] MOVER: Tom Coulter, Supervisor SECONDER: Ed Schachtner, Supervisor AYES: Ed Schachtner, Tom Coulter, Daniel Hansen, Judy Achterhof, Dick Hesselink 3. Resolution to Adopt the St. Croix County Outdoor Recreation Plan 2019-2023 Community Development Department Director Ellen Denzer and County Planner John Hilgers discussed the plan and changes from the previous plan. MOTION To recommend approval of the St. Croix County Outdoor Recreation Plan 2019-2023 to the County Board of Supervisors. RESULT: RECOMMENDED \[4 TO 1\] MOVER: Judy Achterhof, Vice Chair SECONDER: Ed Schachtner, Supervisor AYES: Ed Schachtner, Daniel Hansen, Judy Achterhof, Dick Hesselink NAYS: Tom Coulter 4. Consideration of Bike/Pedestrian Plan Implementation project prior to release of allocated $100,000 Capital Improvement Plan (CIP) Funds Director Denzer and St. Croix County Planning and Land Information Administrator Brett Budrow discussed with the committee. Chairman Hansen requested three months for the committee to work with the Department to address concerns brought forth at public comment and evaluate the projects. County Administrator Patrick Thompson stated the proposed projects are within the scope of the original funding allocation, which was implementation of the county-wide bike/pedestrian plan, they can be considered for funding and three months was a reasonable time frame for the Committee to review options. RESULT: DISCUSSED 5. Review of Park Revenue Handouts from November Meeting Community Development Director Ellen Denzer commented on the park revenue numbers. RESULT: DISCUSSED 6. Update on Tree Sale Program Denzer and Peterson summarized the tree program in St. Croix County. Land and Water Conservation Specialist Kyle Kulow spoke to the historical progression of the tree program. RESULT: DISCUSSED 7. Process to Update St. Croix County Ordinance Chapter 30, including Section 30.08 Wildlife and Hunting Hansen and Denzer answered questions from the Committee and with the assistance of Park Supervisor Aaron Mason, agreed to bring back to this committee updates to Chapter 30 of the Zoning Ordinance. RESULT: DISCUSSED 8. Review of Violation Reporting Chairman Hansen and Corporation Counsel Scott Cox discussed with the committee RESULT: DISCUSSED 9. Financial Report for November 2018 RESULT: DISCUSSED 10. Closed Session per Wis. Stat. § 19.85(1)(e) for the purpose of deliberating or negotiating the purchase of public properties due to competitive or bargaining reasons for acquisition of property Break from 7:11 PM - 7:21 PM. MOTION To enter into closed session for the purpose of negotiating the purchase of public property. Reconvene into open session to report and/or take action on items discussed in closed session MOTION: To reconvene into open session. Motion Coulter, Second Achterhof. Unanimous approval. MOTION: To authorize the Community Development Staff to negotiate for the purchase of the Mackmiller property and the Bishop property as discussed in closed session.
