Community Development Committee – Regular Meeting – March 21, 2019 6:00 PM RESULT: ACCEPTED PUBLIC COMMENT None. PUBLIC HEARINGS Repeal and Recreate Ch 30 Parks Ordinance BUSINESS ITEMS 1. Ordinance Repealing and Recreating St. Croix County Code of Ordinances, Chapter 30 Parks Ordinance in its Entirety MOTION: To recommend approval of the new Chapter 30 Parks Ordinance to the County Board. RESULT: RECOMMENDED [UNANIMOUS] MOVER: Tom Coulter, Supervisor SECONDER: Ed Schachtner, Supervisor AYES: Ed Schachtner, Tom Coulter, Daniel Hansen, Judy Achterhof, Dick Hesselink ABSENT: District 13 2. Ordinance Amending 871(2018) -Rezoning Request - Town of Star Prairie - Klucas - Rural Residential to Commercial MOTION: To recommend approval of the correction of missing language on this rezoning request to the County Board. RESULT: RECOMMENDED [UNANIMOUS] MOVER: Tom Coulter, Supervisor SECONDER: Judy Achterhof, Vice Chair AYES: Ed Schachtner, Tom Coulter, Daniel Hansen, Judy Achterhof, Dick Hesselink EXCUSED: District 13 3. Ordinance Amending 874(2018) - Ordinance Amending the Comprehensive Zoning Ordinance, Chapter 17.72; Section 21, Town 28N, Range 18W, Town of Kinnickinnic - from Rural Residential to AG-2 Agricultural District MOTION: To recommend approval of the correction of missing language on this rezoning request to the County Board. Land Information Program & Implementation Update Land Information Administrator Brett Budrow gave the presentation. Budrow answered questions from the committee. 5. Recycling Program Update Tim Stieber, Resource Management Administrator gave the presentation. Stieber discussed ways to improve St. Croix County's ability to recycle. Mr. Hesselink - could the county help to find more markets for the recycled product? Stieber stated that is outside of the county's scope. Communities want to have single source recycling; that can lead to less desirable output. If the items are properly sorted they are valuable. There is a law against putting recyclables into a landfill. 6. Financial Report for March 2018 Ken Witt, Finance Administrator answered questions from the Committee. 7. Closed Session per Wis. Stat. § 19.85(1)(e) for the purpose of deliberating or negotiating the purchase of public properties due to competitive or bargaining reasons for acquisition of property Break from 6:08 to 6:14 PM. MOTION: To go into closed session. Reconvene into open session to report and/or take action on items discussed in closed session MOTION to reconvene into Open Session. MOTION: To authorize the Community Development Department to negotiate with Mr. Gary Zappa to acquire land adjacent to the Eckert Park Property and related conditions. Mover: Coulter; Seconder: Schachtner; All in Favor: Unanimous vote. Chairman Hansen will explore this request and work with Director Denzer, Corporation Counsel Scott Cox, County Administrator Patrick Thompson, and County Board Chairman Roger Larson. ANNOUNCEMENTS AND CORRESPONDENCE Nathaniel Baeumler new employee introduced to committee. He is the Water Resource and Outreach Specialist in Community Development. Director Denzer offered copies of materials regarding the proposed biodigester provided at the most recent County Board meeting to this committee.
