Energy Innovations Presentation - Bill Bussey, Climate Change Expert Bill Bussey from Bayfield County, Citizen Advocate for addressing climate change, Bruce and Chris from Rice Lake WI in audience, non-profit and non-partisian lobby organization. Very specific goal get congress to pass Energy Innovation and Carbon Dividend Act HR 763. Included PowerPoint presentation. 100% of net revenues return to American Households - this is the dividend. This is what makes the carbon tax neutral. Renewable energy investments will increase. CCL is the organization he is with. Supported by over 3500 economists across the U.S. In 2018 carbon emissions increased across the globe. We need to cut them by 50% in the next 11 years. How reliable is the information? We are grass roots folks. Citizens Climate Lobby is the group. 6:16 PM end of presentation. Hansen - make a resolution similar to LaCrosse County to bring to this committee. MOTION to have the CDD staff to put together a resolution. Coulter asks to have an expert with opposing point of view to present 20 minutes. Financial Reports for June 2019 Ken Witt, St Croix County Finance Director, presented the financial reports. 3. Resolution supporting local control for livestock siting Ellen Denzer and Dan Hansen discussed with the committee about this resolution. Asking for more stringent requirements for Large Animal Feeding Operations. MOTION to Proceed with the resolution by Achterhof- Schachtner second for discussion. DATCP per Hesselink has four opportunities for input on this at the state level, if the clock isn't broke... Achterhof the state makes a mandate without recognizing there are parts of the state that are unique and they don't take into consideration what the high volume irrigation systems affect our water. Make people aware that we are doing whatever we can and that communities are different and one statement across the board is not equal because communities are not equal. Without harming the economic value either. Coulter - this is one of the largest industries in WI means a lot to SCC. many of these farms operate across county lines to add another regulatory burden to the farmers and to the county staff - like the way it's working now take deficiencies to the DNR to address. Public hearings now through DATCP. we don't' know what they are going to come up with. Put this on the back burner for 6 months to see if they come up with something different. Achterhof- MOTION to put on agenda in 6 months from now. MOTION: Amendment to table this resolution until the February meeting. Public Hearing Comment Responses for Committee Consideration John Hilgers, Senior Planner, presented the staff report. Achterhof asked about current businesses and parking - they will be grandfathered in as non-conforming permitted business. Achterhof commented on the total number of dogs out at one time. Staff to clarify language to 4 total dogs not (as Achterhof wishes) 4 per outdoor area. Check with kennels in area and surrounding areas to what works with them now. Staff will need to come back to September meeting to finish this up. Town Board and town chair exhibit g - we will verify that town was in contact with property owner. Staff will follow up with the town of emerald at an August 14th meeting and report back at September meeting. Towns will be responsible to convert private roads to public - according to state rules. Adding C2 in addition to R2 for agri-tourism. Corporation Counsel clarified language and would come back to September meeting. Achterhof commends department on this project. MOTION: to approve recommendations presented by staff and recommend approval to the county board.
