BUSINESS ITEMS
1. Resolution Approving Application and Administration of Targeted Runoff
Management Grants
Ellen Denzer Community Development Director discussed the reason for this
housekeeping resolution. The department did talk with DATCP about this resolution
coming late.
MOTION to forward to the County Board for approval.

2. Resolution Approving Grant Application for the Snowmobile Trail Aids Program
Director Denzer discussed the resolution for funding of the county snowmobile trail
system.

3. Review and Discuss Revisions to Chapter 30 Parks Ordinance
Director Denzer gave an overview of the public open house on March 12, 2019.
Chairman Hansen talked about feedback he received regarding hunting in county parks,
specifically the Wildwood Trail. Denzer stated it is not required to allow hunting on the
Wildwood Trail. Hansen informally polls the committee - should we ask to prohibit
hunting on the Wildwood Trail. Member consensus was yes, with any other similar
bike/ped trails would also not allow hunting. Question on trapping. Denzer - there is
limitation to where the traps can be put in reference to trails. Denzer - there is trapping
at the Willow River State Park now and there have been no issues. The ordinance allows
the Park Administrator to make exceptions for handicapped and youth hunts promoted
by the DNR; these have been historically allowed on the Wildwood Trail. Peavey stated
he has no objection to handicapped or youth hunts on the trail. Staff will remove
Wildwood Trail from list of park facilities with hunting and trapping. Public hearing
scheduled for April committee meeting and then May County Board meeting for
decision.
4. Update on Bike & Pedestrian Plan Implementation Projects Utilizing CIP Funds
Director Denzer and Planning and Land Information Administrator Brett Budrow updated
the previous document. Brett has made contact with towns who were not at the Towns
Association meeting. There should be enough towns in agreement to put up signs that
connect locations of interest. Budrow will provide a map of proposed signage and cost
estimate at the April meeting, if all towns have provided feedback. The railroad spur
acquisition to provide a trail connecting Hudson and North Hudson is continuing to be
discussed with the City and Village; an appraisal is needed to set a value. County staff
obtained estimates and have moved forward with the lower cost. Most of the spur is in
conservancy zoning and it is within the St. Croix National Riverway boundary and zoning
overlay.
5. Financial Report for February 2019
Achterhof - On packet page 46 - Why are salaries and benefits in the red for the Land
Records fund? Denzer explained that there was an error in coding 18 of the 28
employees of CDD for two payrolls. It has since been "fixed" however the report will
always show a record of this error.
REQUESTS FOR FUTURE AGENDA ITEMS
1. Hansen - would like an update on land information programs and implementation - possibly
April meeting.
2. Hansen - would also like to think about goals for the CDC and the direction we want to
go.
3. Coulter - would like the county's feedback on what he is hearing in the news about
recycling materials that do not end up recycled, which haulers are confirming. Would like to
discuss further.
4. Public hearing for the Parks Ordinance Chapter 30
5. Further update on Bike Ped Plan Implementation
6. Any other public hearing necessary i.e. rezoning requests, etc.
