Community Development Committee – Regular Meeting – September 19, 2019 5:00 PM RESULT: ACCEPTED PUBLIC COMMENT Carrie Weaver, 229 Starr Wood, Starr Wood HOA Board of Directors spoke about agenda items 4 and 5. Rick Wiley, stand by what Carrie Weaver said. Michael Givens, 233 River Heights Trail, property located in the middle of the Eckert Blufflands. He and the other homeowners have been working with the planning process from the county and commented that St. Croix County has been open to the homeowners participation and suggestions. Bob Long, Town of Hudson, Starr Wood HOA, spoke about his interactions with contractors in the county and their relationship with county staff. Warren Schneider, Vice President of Lake Mallalieu Association, updated the county on the impact of silt released after removal of Little Falls Dam on Willow River and potential funding and lake management planning. PUBLIC HEARINGS BUSINESS ITEMS 1. Ordinance Repealing Chapter 17 of the St. Croix County Code of Ordinances Entitled “Zoning” and reenacting Chapter 17, Entitled “Zoning,” as Chapter 15 of the St. Croix County Code of Ordinances - Comprehensive Revision to the Zoning Ordinance John Hilgers, St. Croix County Planner gave the presentation and addressed questions from the committee. MOTION to amend the requirement of a Conditional Use Permit in the C-2 zoning district to yes: Hansen, Schachtner, Motion passed 3-1 (Coulter nay) MOTION to recommend approval to the County Board of Supervisors with the aforementioned amendment: Achterhof, Hansen. RESULT: RECOMMENDED [3 TO 1] MOVER: Judy Achterhof, Vice Chair SECONDER: Daniel Hansen, Chair AYES: Ed Schachtner, Daniel Hansen, Judy Achterhof NAYS: Tom Coulter 2. CN Railroad Update Ellen Denzer, Community Development Department Director, provided the update to the committee. 3. Master Planning Process for Eckert Blufflands on the St. Croix Hilgers gave a brief update for the Eckert Blufflands County Park Master Planning Process. Requests for Proposals are due back to CDD 11/18/19@330PM. County has hired a firm to do an environmental assessment: archaeological, biological, and herpetological. Based upon the timing we can use these items to contribute to the master planning. Many sections will be expected to be analyzed by the planning firm as per the packet documents. 4. Consideration of Memorandum of Understanding between St. Croix County and Starr Wood Homeowners Association (HOA) - Eckert Blufflands County Park MOTION to recommend to county board the Memorandum of Understanding between Starr Wood Homeowners Association and St. Croix County RESULT: DEFEATED [1 TO 3] MOVER: Tom Coulter, Supervisor SECONDER: Judy Achterhof, Vice Chair AYES: Tom Coulter NAYS: Ed Schachtner, Daniel Hansen, Judy Achterhof 5. Consideration of transfer of the access and utility easement to Starr Wood HOA - adjacent to Eckert Blufflands County Park MOTION to retain the access and utility easement in the Eckert Blufflands Park. RESULT: APPROVED [3 TO 1] MOVER: Daniel Hansen, Chair SECONDER: Ed Schachtner, Supervisor AYES: Ed Schachtner, Daniel Hansen, Judy Achterhof NAYS: Tom Coulter 6. Resolution Approving Application for County Conservation Aids Grants 2019-2023 Denzer presented. Has been going on for over 30 years. Resolution is good for 5 years. MOTION to recommend that the County Board of Supervisors approve this Resolution approving application for County Conservation Aids Grants 2019- 2023. RESULT: RECOMMENDED [UNANIMOUS] MOVER: Ed Schachtner, Supervisor SECONDER: Judy Achterhof, Vice Chair AYES: Ed Schachtner, Tom Coulter, Daniel Hansen, Judy Achterhof 7.
