Moved by Achterhof, seconded by Coulter to approve minutes. Motion carried 5-0.

PUBLIC COMMENT
Darla Meyers request climate change expert be allowed to present to Board. Roy Sjoberg spoke
on carbon dividend act that was already postponed indefinitely by the Committee. Carrie
Weaver spoke about concerns with the Zappa property purchase. Mark Garrity spoke on behalf
Bike & Pedestrian Coalition in support of bike/ped plan projects. Alice Deede spoke about
concerns with Zappa property purchase. Nora Flavan spoke on issue of using tax money
regarding climate change. Jim Kahler spoke regarding carbon tax.
PUBLIC HEARINGS
Ordinance Amending the Comprehensive Zoning Ordinance, Chapter 17.72; Part of
the SW ¼ of the SE ¼, and part of the SE ¼ of the SE ¼, Section 23, Town 31N,
Range 19W, Town of Somerset
Kevin Grabau gave the staff report on Ordinance Amending Comprehensive Zoning
Ordinance, recommending approval with one condition. No public comments.
RESULT: CLOSED

Moved by Schachtner to suspend the rules and take up agenda item #2 right away.
Seconded Coulter. Motion carried 4-1 with Achterhof voting against.
Moved by Schachtner to approve Resolution. Seconded by Achterhof.
Moved by Schachtner to postpone Resolution indefinitely. Seconded by Coulter.
Motion carried 4-1 with Achterhof voting against.

3. Review of 2020 Requested Operating Budgets
Assistant County Administrator Witt reviewed requested budgets.
RESULT: DISCUSSED
4. Proposed 2020 Community Development Department Fee Schedule
Community Development Director Denzer reviewed the few fees that were increasing.
Moved by Hansen, seconded by Coulter to approve the fee schedule as presented.
Motion carried unanimously.

5. Update on Bike & Pedestrian Plan Implementation Projects Utilizing CIP Funds
Community Development Director Denzer and Planning and Land Information
Administrator Brett Budrow gave an update on bike plan improvement projects. First of
two projects is for signage for approximately $41,000. Second project assist with the
purchase of Union Pacific property in the Village of North Hudson using remaining
funds, approximately $40,000 from CIP.
Moved by Hansen, seconded by Schachtner to approve bike route signs. Motion
carried 4-1 with Coulter voting against.
Moved by Hansen, seconded by Achterhof to approve property purchase project.
Motion carried 4-1 with Coulter voting against.

6. Financial Report for August 2019
Assistant County Administrator Witt briefly reviewed the financial reports.
REQUESTS FOR FUTURE AGENDA ITEMS
Supervisor Coulter request Ms. Weavers two items on the agenda, a memorandum of
understanding and release of easement. Supervisor Schachtner request update on trans load
facility legal funding.
ANNOUNCEMENTS AND CORRESPONDENCE
New Highway Open House on Saturday. St. Croix River Crossing Loop Trail Art Bench dedication
is this Saturday at 10 a.m. at the Loop Trail. Clean Sweep coming up September 27th.
Upcoming training opportunities for local officials in planning handout provided.
