Virginia Drath spoke of the well testing in January and status of Water Quality in St. Croix
County.

BUSINESS ITEMS
1. Resolution Approving Amendments to the Town of Troy Zoning Ordinance for
Farmland Preservation Zoning Ordinance Certification
John Hilgers, St. Croix County Planner, presented the information regarding the Town of
Troy Zoning Amendments.
MOTION to recommend approval of the resolution to the County Board of
Supervisors.

2. Review and Discuss Revisions of Chapter 30 Parks Ordinance
Aaron Mason, St. Croix County Parks Administrator presented the changes to Chapter 30
Parks Ordinance. Supervisor Coulter asked about hunting on the county properties.
Hansen asked if we could hold a public meeting and we could have second reading next
month. Denzer - We could have a public open house for this ordinance get the word out
- CDD will take care of this. The Department can then share feedback at the March
meeting. Then set public hearing for April, and May county board adoption. Would like
to have in place for the 2019 parks season. Thompson - this will be effective the day after
board approval.
3. Groundwater Quality Study Report and Prioritized Recommendations Update
Ellen Denzer, Community Development Director, presented the information and
provided a handout to all in attendance. New position is in process of being hired. Public
Health department, Kelly Engen, Public Health Officer, is starting work on the Emergency
Response Plan. Staff from Community Development and Emergency Services will also be
involved. Sinkhole mapping is in progress and is going well.
4. Update on Bike & Pedestrian Plan Implementation Projects Utilizing CIP Funds
Denzer handed out a summary document regarding projects that could utilize the CIP
funds. Denzer and Planning and Land Information Administrator Brett Budrow attended
like signs in those towns for bicycle routes. There are several projects that the Committee
could assist with funding. Staff would recommend funding projects that would not
happen without County funding assistance. One project, is a section of railroad grade
that the Union Pacific Railroad is planning to abandon. It was referred to the County by -
WI Department of Transportation (DOT). The City of Hudson, Village of North Hudson,
and County could pursue this piece of property from Union Pacific Railway, it would
connect the Lake Front Park Trail and I-94 bridge trail to North Hudson. This section of
railroad grade is in the Bike and Pedestrian Plan and is identified as a priority if it became
available. It would be another step in connecting the Loop Trail to North Hudson. Staff
recommend another month or two for staff to pursue these possibilities. Coulter asked
staff to find out the cost of fixing the trestle bridge - Denzer will check with the City of
Hudson engineer. Hansen asked for confirmation the county would assist with the
acquisition and then turn over to city or village to operate and Denzer confirmed.
5. Financial Report for December 2018
Denzer addressed.
6. Closed Session per Wis. Stat. § 19.85(1)(e) for the purpose of deliberating or
negotiating the purchase of public properties due to competitive or bargaining
reasons for acquisition of property

ANNOUNCEMENTS AND CORRESPONDENCE
Denzer announced that Megen Hines, Recycling Specialist, has taken a position with Dunn
County. We are actively recruiting. Denzer introduced Tim Stieber, Resource Management
Administrator who started with St. Croix County on February 11. Tim Stieber spoke about his
background and regarding goal setting.
