Lives at 727 Proehl's Trail, Hudson WI. First order of business is to get all stakeholders on the same page to use common sense to arrive at a common solution. Includes all governmental bodies in watershed, businesses, homeowners, and agriculture. PUBLIC HEARINGS An Ordinance Repealing Chapter 17, Subchapter III, Section 17.30, of the St. Croix County Code of Ordinances, Shoreland Overlay Districts and Re-enacting the Shoreland Overlay Districts as Chapter 16 of the St. Croix County Code of Ordinances Public hearing opened at 5:03 PM and closed at 5:18 PM. BUSINESS ITEMS 1. An Ordinance Repealing Chapter 17, Subchapter III, Section 17.30, of the St. Croix County Code of Ordinances, Shoreland Overlay Districts and Re-enacting the Shoreland Overlay Districts as Chapter 16 of the St. Croix County Code of Ordinances Tamara Traxler, Planner, gave the presentation. MOTION to recommend the County Board of Supervisors approve the repeal of Chapter 17, Subchapter III. Section 17.30 of the St. Croix County Code of Ordinances and Re-enact the Shoreland Overlay Districts as Chapter 16 of the St. Croix County Code of Ordinances. RESULT: RECOMMENDED [UNANIMOUS] MOVER: Scott Counter, Supervisor SECONDER: Shawn Anderson, Supervisor AYES: Ed Schachtner, Shawn Anderson, Scott Counter, Daniel Hansen, Judy Achterhof EXCUSED: Dick Hesselink 2. 7978 : Presentation on options for a St. Croix County Housing Study by West Central Wisconsin Regional Planning Commission (WCWRPC) Lynn Nelson, Executive Director of WCWRPC, and Susan Badtke, Associate Planner, presented information - see power point. Housing studies have been conducted for Barron and Polk counties by WCWRPC. Coordination was provided by their Economic Development Corporation. Grants are available to assist with the cost. Communities within St. Croix County would be encouraged to participate, each community would have to pay for their own match. Committee members will contact local cities and villages regarding interest in pursuing a study. 3. Review of Capital Improvement Projects Ken Witt, Assistant County Administrator, presented topic for the committee consideration - projects for next five years. 4. 7973 : Discussion of Community Development Committee members goals for 2020- 2023 term Committee members identified the following goals: • New Group Camping at Glen Hills County Park • New RV Camping at Glen Hills County Park • Implementation of the priority trail projects from the Loop Trail to Hudson and Somerset/New Richmond as identified the County Bike/Ped Plan • Additional Camper Cabins at Glen Hills County Park • Professional Development for staff supported, especially opportunities to go outside the West Central area and State of Wisconsin • Support improved ordinance enforcement and work with local towns to build partnerships, provide education regarding sharing of resources and information • Continue to implement the Water Quality Study objectives and get regular updates on activities and progress • Continue to evaluate staffing needs and support additional staffing when needed 5. Financial Report for May 2020 Ken Witt, Assistant County Administrator, gave the financial report. ANNOUNCEMENTS AND CORRESPONDENCE Budrow gave update on Water Quality Screening - 99 tests were provided in the Town of Troy in 4 hours. Very successful event. Through this event there were additional resident sign-ups for the five-year groundwater quality baseline data collection and the nitrate source analysis testing. Next screening clinic will be in the Town of St. Joseph soon. The cancelled events will be rescheduled.
