PUBLIC COMMENT
Steven Schalla, BOMAZ farms, CAFO permitted farm, milking a little over 1000 cows, offered to
be a resource for this committee and the department.
PUBLIC HEARINGS
1. To rezone approximately 5.95 acres from the C-3 Commercial Zoning District to the
I-1 Industrial Zoning District, pursuant to Chapter 15.545 of the St. Croix County
Zoning Ordinance
Hearing opened at 5:10 PM, hearing closed 5:19 PM
2. To rezone 71.70 acres from the R-1 Residential Zoning District to the R-2 Residential
Zoning District, the NE and NW ¼ of the SE ¼ of Section 31, Township 31N, Range
18W, Town of Star Prairie, pursuant to Chapter 15.545 of the St. Croix County Zoning
Ordinance
Hearing opened at 5:20 PM
Scott Gates, River's Edge, spoke in opposition to this request
Steve Kaufman, 1107 Circle Pine Drive, spoke in opposition to this request
Bob Dodor, lives on Raleigh Road for 29 years spoke in favor of this request.
Derek Synan, lives just to north of this property, spoke in favor of this request.
Staff report presented by John Hilgers, Senior Planner. Ellen Denzer, Community
Development Director, reminded Committee members that the town plan identifies
medium to high density land use on the future land use map, rezoning is compliant
with the Star Prairie and County plans.

BUSINESS ITEMS
1. Amending the Comprehensive Zoning Ordinance for the Town of Eau Galle, Section
7, Rezoning from C-3 Commercial District to I-1 Industrial District
John Hilgers, Senior Planner, presented the staff report and answered questions from the
committee.
MOTION: To recommend to the County Board of Supervisors to approve the
rezoning request of the Murtha property in the Town of Eau Galle from C3 to
I1.
RESULT: RECOMMENDED \[UNANIMOUS\]

Vaillancourt rezoning request in the Town of Star Prairie from R1 to R2.

3. UW Madison Extension Staff Presentation Kari Weiss, Community Development
Extension Educator
Kari Weiss, UW Extension, Community Development Educator. St. Croix and Polk County
Developer. Organization and Leadership Development. Strategic planning and grant
writing, meetings and helping non-profits converge to find solutions to opportunities
they face. School-based mental health endeavor. Helping cities organize a plan for the
design of the city ie. Amery and Somerset. Achterhof commented that Kari is a very busy
person.
4. Financial Report September 2020
Ken Witt, Finance Director, presented an overview of the financial report through
September.
5. 2019 Community Development Department Annual Report Feedback
The committee had the opportunity to ask questions of Director Denzer regarding the
2019 Annual report presented at the October 6 County Board of Supervisors Meeting.
ANNOUNCEMENTS AND CORRESPONDENCE
Ellen Denzer, effective Friday, October 16,2020 the Town of St. Joseph adopted a moratorium on
all development in the Town for up to 2 years, this effectively removes the Town from County
zoning unless they take action to adopt County zoning.
