Community Development Committee Regular Meeting October 15, 2020 5:00 PM RESULT: ACCEPTED PUBLIC COMMENT PUBLIC HEARINGS 1. To rezone approximately 22 acres from the R-2 Residential Zoning District to the C-2 Commercial Zoning District, pursuant to Chapter 15.545 of the St. Croix County Zoning Ordinance Hearing opened at 5:02 PM - closed at 5:20 PM 2. To reduce the structure setback on the lot from 100 feet to 50 feet along 166th Avenue pursuant to Section 13.10 B. 1. of the St. Croix County Land Division Ordinance Hearing opened at 5:21 PM- closed 5:26 PM 3. To reduce the structure setback on the lot from 100 feet to 50 feet along 218th Avenue pursuant to Section 13.10 B. 1. of the St. Croix County Land Division Ordinance Hearing opened at 5:26 PM- closed at 5:32 PM BUSINESS ITEMS 1. AMENDING THE COMPREHENSIVE ZONING ORDINANCE FOR THE TOWN OF KINNICKINNIC, SECTION 19, REZONING FROM R-2 RESIDENTIAL DISTRICT TO C-2 COMMERCIAL DISTRICT John Hilgers, Senior Planner, presented the staff report. MOTION: To recommend approval of the request to rezone 22 acres owned by Todd Larson from R2 to C2 because it meets town and county plans and meets criteria of staff recommendations on page 25 of the agenda packet. RESULT: RECOMMENDED \[UNANIMOUS\] MOVER: Ed Schachtner, Vice Chair SECONDER: Scott Counter, Supervisor AYES: Ed Schachtner, Scott Counter, Daniel Hansen, Judy Achterhof ABSENT: Shawn Anderson EXCUSED: Dick Hesselink 2. Waiver - Boucher - Town of Richmond Ellen Denzer, Community Development Director, presented the staff report. MOTION: To approve waiver to setback from 100' to 50' for the Boucher property in the Town of Richmond. UW Madison Extension Staff Presentation Heather Vierling, 4-H Youth Development Extension Educator Heather Vierling, 4H youth development agent and Eileen VanDyk 4H coordinator for St. Croix and Polk counties- UW Madison Division of Extension presented a powerpoint regarding essential elements of positive youth development. 5. Financial Report October 2020 Ken Witt, Interim County Administrator, presented the financial reports to the committee. ANNOUNCEMENTS AND CORRESPONDENCE REQUESTS FOR FUTURE AGENDA ITEMS Supervisor Counter - have we received any notices from towns about issues with dumping on the town roads and what the status has been? Chairman Hansen - letter from farm bureau regarding groundwater Supervisor Achterhof - discussion about what CDD hopes to be able to do with the excess funds in Parks DATE OF NEXT MEETING December 17th.
