Theresa Johnson, Town of St. Joseph, spoke regarding Chapter 170 Town of St. Joseph Zoning
Ordinance.

BUSINESS ITEMS
1. Town of Troy Rezoning 119.27 Acres from Exclusive Agricultural to Agricultural
Residential
John Hilgers, Senior Planner, presented the staff report and answered questions from the
Committee.
MOTION to approve The Town of Troy Rezoning of 119.27 acres from exclusive
agricultural to agricultural residential.
RESULT: RECOMMENDED [UNANIMOUS]
MOVER: Scott Counter, Supervisor

2. Update regarding Town of St. Joseph Zoning Ordinance Approval
Ellen Denzer, Community Development Director, and Scott Cox, Corporation Counsel,
presented this topic. As town chair stated during public comment today, not all revisions
have been completed. There will be a public hearing April 27th by the Town Board.
Motion: To postpone this matter until the next scheduled Community
Development Committee meeting. Motion: Achterhof, Second: Counter, Vote:
unanimously in favor.
Special meeting: a special meeting will be scheduled for May 4th at 4:00 PM prior to the
County Board Meeting.
RESULT: DISCUSSED
3. Financial Report for March 2021
Ken Witt, County Administrator, gave the financial report and answered questions from
the Committee. ROD fees continue to be a signal to us for growth in St. Croix County.
4. Consideration of Zoning Text Amendment to Chapter 15 for Steep Slopes
Recreational Use
Mike Wozniak, Land Use Administrator, and Ellen Denzer, Community Development
Director, summarized the background statement. All committee members were in favor
of having the staff move forward with this text amendment.
ANNOUNCEMENTS AND CORRESPONDENCE
Director Denzer announced the free drinking water screening clinic and handed out fliers for the
May 18th clinic. We had our largest turn out ever at the April testing event in Baldwin - over 160
participants.
WCA meeting is on April 22nd at the Highway Dept. in Baldwin via zoom and in person.
Tree and Plant sale - record number of sales in 2020-2021; Tree delivery 29th and 30 of April
at the Ag Center in Baldwin. We are still selling prairie grasses and wildflowers.
Appliance and Tire collections will happen in May, please see your newsletter for more
details. Clean sweep will be a Fall only event this year.
